About us
ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO is not a regulator. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize. ICAO has set a clear strategic plan for international civil #aviation: air transport for all by 2050, with no fatalities and #netzero carbon emissions. Delivering on this vision will depend on scaling up Sustainable Aviation Fuel (#SAF), because it is projected to deliver more than half of the emission reductions required. Expanding SAF production is also crucially important as it is creating entirely new economic opportunities, particularly in regions where investment and innovation can have the greatest impact. Africa’s involvement in SAF development is expected to support economic diversification, job creation, and sustainable growth. Collaboration between African and international partners is enabling the development of a full SAF value chain, from feedstock production to fuel use in aviation. These efforts are designed to meet both African and global sustainability objectives. Since 2022, the ICAO ACT-SAF programme has been supporting countries as they develop and deploy SAF, providing technical assistance, capacity-building, and a platform for sharing best practices and online training series, as well as SAF feasibility and business implementation studies. The ICAO Finvest Hub facilitates connections between project developers, financial institutions (including multilateral development banks) and policymakers. By supporting project preparation and validation, Finvest Hub helps to accelerate the flow of capital to viable SAF and cleaner energy projects. Every Flight is Safe and Secure - Goal 1 “Ensure continuous protection for air passengers and cargo, the general public and staff from all safety risks and from security threats posed by any act of unlawful interference.” This fundamental goal encompasses all of ICAO’s efforts in the safety and security domains. While the aviation sector has achieved an exceptional safety and security record, new initiatives are essential to progress towards zero fatalities, especially as air traffic, passenger volumes, and cargo operations continue to grow. Our strategies must evolve to address emerging challenges and enable innovative solutions. “Use this gavel only to open and close meetings. Never use it to impose your views. Instead, allow the Council impose its views on you.” With these words, Council President Salvatore Sciacchitano presiding over the Council for the final time today, formally passed the gavel to his successor, President-elect Toshiyuki 俊之 Onuma 大沼, entrusting him with the leadership of ICAO's Council. The Council President's gavel is a lasting symbol of unity within the international civil aviation community. It represents the authority, responsibility, and leadership vested in the President during Council meetings and is traditionally passed from one President to the next. President-elect Onuma will assume its use as he leads the 36-member governing body of the Organization beginning in January 2026.
