Established in 1863, the International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian help for people affected by conflict and armed violence and to promote the laws that protect victims of war. An independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. It takes action in response to emergencies and promotes respect for international humanitarian law and its implementation in national law. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. Police and other law enforcement officials have a mission: maintain and restore public security, law and order. But there is a limit to how much force they can use in pursuing these objectives. International law requires them to use the minimum force possible. ❌ They must not be used against peaceful or non-threatening individuals or crowds. ❌ They must not be used instead of non-violent de-escalation methods. ✔️ They must only be used when necessary and proportionately. ✔️ Medical care must be provided following their use.
