Stablecoins on the rise: A risk for financial stability? By Caroline Roulet, OECD Economics Department. Stablecoins are a type of crypto-asset designed to maintain a stable value by anchoring to a reference asset (often US Treasury bills). They offer convertibility on demand at par, and fee-free, immediate and pseudonymous transactions, making them an attractive means of payment, especially across borders. Today, we launched a new OECD report focusing on two mining regions in Slovenia: SAŠA and Zasavska. This report is supported by the European Commission’s Technical Support Instrument, and shows that the end of the coal era does not have to mean the end of economic life. Slovenia’s commitment to phase out coal by 2033 accelerated a profound transformation in these regions. Zasavska, which closed its mines more than a decade ago, is already showing encouraging signs. The region has seen a surge in new ideas, with an enterprise birth rate of 11.7%, which is above the national average. The report contains inspiring examples including a business incubator in the “City of Acrobats” (Katapult), built on a former mining site, where startups now prototype robotics, energy storage solutions, and advanced sensors. Several key lessons emerge from the report. A just transition is not only about closing things down, it is about: ✅ Rehabilitating land into spaces for new businesses and tourism ✅ Empowering local people to turn industrial know-how into new ventures ✅ Planning early, so regions like SAŠA, where mining is still active today, can build a bridge to the future before the exit date arrives The transition away from coal is challenging. But this study shows that, with the right policies in place, heritage and innovation can go hand in hand.
