On August 5, the International Coalition for the Return of Ukrainian Children issued a joint statement to Russia: immediately and unconditionally return the Ukrainian children whose names were officially handed over by Ukraine during bilateral talks in Istanbul on 2 June 2025. Eight weeks have passed since Ukraine submitted an initial list of unlawfully deported or forcibly transferred children as a confidence-building measure and a humanitarian gesture to encourage Russia to act in good faith. Moscow has refused to cooperate or propose any credible mechanism for their return. This is not a political favor. It is a binding legal obligation under international law, including the Geneva Conventions and the UN Convention on the Rights of the Child. The Coalition’s message is clear: ➡️ Return the children now, without delay or conditions. ➡️ Provide full, verifiable information on all deported children’s whereabouts, well-being, and legal status. ➡️ End the manipulation of their identities through forced citizenship changes, illegal adoptions, militarization, and indoctrination. The world is watching. Good faith is not declared — it is proven through action. Until every unlawfully taken Ukrainian child is accounted for and safely home, our commitment will not waver. #JointStatementForKids #BringKidsBack „Ukrainian children abducted by Russia must be returned. 🌐 On this World Day against Trafficking in Persons we call to protect children from trafficking – online and offline. Every child has the right to grow up free from violence, exploitation and trafficking. Yet today, traffickers are increasingly operating in digital spaces, where safeguards are often weak or missing. ⚠️ Over the past year, the Council of Europe's Consultation Group on the Children of Ukraine (CGU) and the Action against Trafficking in Human Beings have sounded the alarm concerning the heightened risk of human trafficking and online exploitation among displaced children of Ukraine. Since 2020, online grooming and exploitation have surged. Yet many states still lack the tools, trained personnel, and resources to respond effectively. Awareness-raising is crucial, but not enough.  In order to effectively address new challenges, it is imperative to: 🔹 Refine strategies 🔹 Invest in multidisciplinary and multisectoral collaboration 🔹 Strengthen law enforcement agencies 🔹 Enhance co-operation with the private sector. As the CGU enters its 2nd mandate, we are calling for concrete action rooted in children’s rights: 🔹 Digital safety - empower children, families, schools, and communities. 🔹 Identification and assistance – build stronger systems that are grounded in improved data collection and analysis, and child-sensitive approaches. 🔹 Recovery and participation - ensure trauma-informed approaches where children are heard, respected and protected. 💡 Nouvelles lignes directrices pour un recrutement plus sûr dans le sport 📖 et 15 ans de la Convention de Lanzarote 🎉 Pas moins de 65 % des adultes européen·nes déclarent avoir subi des violences psychologiques pendant leur enfance lors d’activités sportives organisées ; 44 % des violences physiques, 37 % de la négligence, 35 % des violences sexuelles sans contact et 20 % des violences sexuelles avec contact (Hartill et al., 2023). Il est donc fondamental de mettre en place des politiques efficaces pour le recrutement des professionel·les et des bénévoles du sport qui travailleront en contact avec des enfants. L'Accord partiel élargi sur le sport (APES) du Conseil de l'Europe joue un rôle clé dans le conseil aux États ainsi qu'aux organismes et organisations sportifs dans l'élaboration de processus de sélection respectueux des droits humains, comprenant la vérification des antécédents judiciaires – y compris au niveau international – et d'autres mesures telles que le partage d'informations sur le comportement passé des candidat·es dans les sphères professionnelle et personnelle. 📖 Dans ce contexte, l'APES et son Pool d'expert·es internationaux·ales sur un sport sûr ont publié des nouvelles lignes directrices pour un recrutement plus sûr dans le sport, élaborées dans le cadre du projet « Donnons de la voix », qui promeut une meilleure protection des enfants contre toutes les formes de violence et d'abus dans le sport. 💡 New Guidelines on Safer Recruitment in Sport 📖 & 15 years of the Lanzarote Convention 🎉 As many as 65% of European adults report having experienced psychological violence as children in organised sport; 44% physical violence, 37% neglect, 35% non-contact forms of sexual violence, and 20% contact forms of sexual violence (Hartill et al., 2023). It is therefore fundamental to establish efficient policies for the recruitment of sports professionals and volunteers who will work in contact with children. The Council of Europe's Enlarged Partial Agreement on Sport (EPAS) plays a key role in advising states as well as sports bodies and organisations in the development of human rights-compliant screening processes, consisting of criminal record checks – including at the international level – and other measures such as sharing information on the candidates' past conduct in the professional and personal spheres. 📖 With this in mind, EPAS and its Pool of International Experts on Safe Sport have published new guidelines on safer recruitment in sport – a publication developed in the framework of the "Start to Talk" project, which promotes better protection of children against all kinds of violence and abuse in sport. These guidelines aim at helping design efficient screening processes in Europe and beyond. They can be a source of broader inspiration for the recruitment of persons working with children – even outside of the sport context. The Lanzarote Convention is the most comprehensive legal instrument for the protection of children against sexual exploitation and sexual abuse. With 48 state parties and thanks to its monitoring body, the Lanzarote Committee, the Convention has been promoting its four pillars (prevention, protection, prosecution and promotion of national and international co-operation) in a world of ever-evolving threats for more than 15 years. Co-operation with Children’s Rights at the Council of Europe on these themes is essential, and we will continue working together to help safeguarding children in all contexts, everywhere.
