8th Healthcare Transformation Conference — Key Messages from EFEX Association Looking back at last week’s 8th Healthcare Transformation Conference, one message stood out clearly: self-care must become a central pillar of Greece’s healthcare transformation. During the opening session, held alongside the Minister of Health Adonis Georgiadis, our President Grigoris Karelos used his intervention to highlight two essential priorities: Switches – The pace must accelerate In 2025, five new switches were approved by the national authorities. A positive sign—yet it represents only 10% of EFEX Association’s original proposals. To align with European best practice, Greece needs a clearer and faster process, more APIs approved, and structured guidance to support MAHs. Improving access to self-care products is a direct investment in public health. The Strategic Role of Pharmacies Every day, 500,000 Greeks visit a pharmacy and over 1 million self-care products are used. Pharmacies already serve as a trusted frontline for prevention and minor-ailment management. Education, structured pharmacist services, and a renewed policy framework should become immediate priorities for the Ministry of Health. EFEX remains committed to constructive dialogue and evidence-based proposals—because a stronger self-care culture means a stronger, more resilient health system for everyone. As highlighted in Euractiv by Vasiliki Angouridi, Greece’s Minister of Health, Adonis Georgiadis, has rightly raised the alarm: without a pragmatic revision of the UWWTD, industrial units risk closure — with consequences for jobs, investment, and healthcare resilience. EFEX, in close cooperation with Πανελλήνια Ένωση Φαρμακοβιομηχανίας (ΠΕΦ) - PEF and ΣΦΕΕ / SFEE - Σύνδεσμος Φαρμακευτικών Επιχειρήσεων Ελλάδος, has been actively advocating for a balanced approach that protects both the environment and public health — while safeguarding the sustainability of the pharmaceutical and self-care sectors that serve millions of Greek citizens every day. Across Europe, concerns are growing that the Directive’s current Extended Producer Responsibility (EPR) scheme unfairly targets only two sectors — pharmaceuticals and cosmetics — despite scientific evidence showing that micropollutants come from multiple sources. Recent analyses by AESGP, EFPIA - European Federation of Pharmaceutical Industries and Associations, and Medicines for Europe confirm that flawed toxic-load calculations and underestimated costs could raise the annual financial burden from €1.18 billion to over €7 billion. A fair revision is essential — one based on transparent data, proper consultation with the affected industries, and a realistic implementation plan. Environmental protection and access to medicines must go hand-in-hand. We welcome the Greek Ministry of Health’s leadership in bringing balance and reason to this discussion. EFEX recently met with the new President of the National Organisation for Medicines (ΕΟΦ) , Spyros Sapounas, for an open and constructive discussion on key priorities for the self-care sector. The meeting covered a wide range of topics — from expanding the list of non-prescription medicines and exploring ingredient-based approaches for switches, to ensuring balanced committee representation and discussing umbrella branding practices. We also explored ways to make information more accessible to Greek citizens, such as through electronic product information (ePI), and discussed future opportunities for collaboration, including a dedicated self-care conference in 2026. On 15 October 2025, AESGP, EFPIA and Medicines for Europe issued a joint statement expressing deep concern over the European Commission’s forthcoming cost study related to quaternary treatment requirements under the Urban Wastewater Treatment Directive (UWWTD). The associations emphasise that, despite repeated calls from the European Parliament and several Member States, the pharmaceutical and cosmetics sectors—directly targeted by the Directive’s Extended Producer Responsibility (EPR) scheme—have again been excluded from consultation. They argue that the new cost study merely updates figures for inflation without correcting methodological flaws in the original assessment conducted by the Joint Research Centre (JRC). These include inflated toxic-load estimates, selective data use, and underestimation of implementation costs. Industry representatives call for the suspension of the EPR scheme pending a transparent, comprehensive impact assessment to ensure decisions are evidence-based and do not endanger medicine availability or patient access.
