From 1 September 2025, Croatia’s new Fiscalization Act comes into force, reshaping how businesses issue, receive, and report invoices. The law introduces a dual model: ▪️B2C → From Jan 2026, all consumer invoices—whether paid by cash, card, or transfer—must be fiscalized in real time with JIR + QR codes. ▪️B2B/B2G → From Jan 2026, VAT-registered taxpayers must issue structured EN 16931 e-invoices with dual-sided fiscalisation. From Jan 2027, non-VAT entities join in—phasing out paper invoices entirely. ▪️e-Reporting → A separate channel for edge cases like rejections, imports, foreign invoices, and deliveries without invoices. The Federal Board of Revenue has set a definitive calendar for mandatory electronic invoicing under S.R.O. 1413 (I)/2025. Integration with FBR systems via PRAL or licensed providers is no longer optional—every registered business will be phased in over the next four months. On August 27, 2025, the President signed the KSeF Act amendment, officially mandating e-invoicing for all taxpayers in Poland, both VAT-registered and VAT-exempt, starting February 1, 2026. The start date has not changed and the roll-out dates are still set for February and April 2026. This week I’ve been looking closely at the evolution of e-invoicing in #Australia and #NewZealand, and it struck me how similar the story looks across the globe. What starts as voluntary adoption almost always ends up as a #mandate. 🌍 Europe is harmonizing through #ViDA. ⚡ The Middle East is rolling out national frameworks at speed. 📊 Latin America has already proven the benefits of government-led models. 🌏 Asia is also accelerating with Malaysia’s phased mandate already live and expanding through 2026, alongside initiatives in countries like Singapore, Japan and beyond. And now Australia and New Zealand, through their #Peppol-based #PINT A-NZ framework, are aligning with this same trajectory. The message is clear: no region is an exception. Once governments see the benefits — stronger tax revenue, faster payments, and better data visibility — the shift from “optional” to “mandatory” is only a matter of time.
