The Reserve Bank of India has issued a directive to all banks participating in RTGS and NEFT systems to introduce a beneficiary bank account name lookup facility. This facility will enable remitters to verify the beneficiary's name before initiating a transaction, similar to the existing facility in UPI and IMPS systems. Banks must make this facility available to their customers through Internet banking and mobile banking, and they must have it at their branches by April 1, 2025. The facility will fetch the beneficiary's account name from the bank's Core Banking Solution (CBS) based on the account number and IFSC provided by the remitter. Specific instructions for displaying the beneficiary's name, handling cases where the name cannot be displayed, and displaying alert messages are provided. Banks must preserve detailed logs of all queries and responses related to the facility. NPCI will not store any data and disputes will be resolved between the remitting and beneficiary banks based on the unique lookup reference number and logs. The facility must be provided to customers free of charge and banks must comply with legal provisions related to data privacy.

These factors can be something the user knows (like a password or PIN), something the user has (like a card or a software token), or something the user is (like a fingerprint or other biometrics). * Dynamic Authentication Factor: At least one of the two factors must be dynamically created or proven. This means the proof of possession of the factor is unique to that specific transaction, which helps to prevent replay attacks and increases security. A common example is a one-time password (OTP) sent via SMS. * Risk-Based Checks: The guidelines allow payment system providers and banks to implement additional risk-based checks beyond the mandatory 2FA. These checks can be based on contextual and behavioral parameters like transaction location, user behavior patterns, and device attributes. This flexibility enables a more nuanced and adaptive approach to fraud prevention. * Interoperability and Open Access: The framework encourages the use of advanced authentication technologies, such as biometrics and device-based tokens, while also ensuring that these systems are interoperable and accessible to all applications and payment channels. This promotes innovation without forcing a complete overhaul of existing, proven methods like SMS OTPs. * Cross-Border Transactions: For non-recurring, cross-border, card-not-present (CNP) transactions, Indian card issuers are required to establish a mechanism to validate an additional authentication factor if an overseas merchant or acquirer requests it. This measure aims to protect Indian consumers making international purchases. * Issuer Accountability: The new directions hold issuers responsible for the strength of their authentication systems. In case of any financial loss to customers due to non-compliance with these guidelines, the issuers will be fully responsible for compensation. Impact on the Digital Payments These new directions represent a significant step by the RBI to bolster the security of India's fast-growing digital payments landscape. The move balances security with user convenience by not outright banning existing methods like SMS OTPs but instead encouraging the adoption of a more flexible and robust framework. Refunds must go back to the original payment method (unless opted otherwise by the payer). 👉Merchant KYC: CKYCR-first approach.
