Expanding opportunities for community development 📈 📍The ‘Public participation: A new reality’ forum discussed how to amplify the influence of residents in the development of their communities. The discussion specifically focused on the necessary tools and identified the following key directions: 🗣️ Effective communication with authorities; 🤝 engaging residents in decision-making; ℹ️ accessibility and clarity of participation tools; 🔍 transparency of processes and growth of trust. 💬 ‘Public participation must always be a priority. While approaches, priorities, and discussion topics may change, participation cannot be “put on hold”. Under any circumstances, there will be issues that warrant discussion with residents, ranging from communication channels for IDPs — to the selection of reconstruction projects, and from public transport routes — to the operating hours of educational institutions,’ said Oleksandra Radchenko, EGAP Program e-Democracy Component Manager. 🏫 We also presented the online course on the ‘School’s public budget’ and shared the results of the project, which is already operating in 367 educational institutions across more than 40 communities. It has helped engage students in making decisions that affect the development of their schools, as well as implementing the initiatives they developed. 💬 ‘The concept assumes that the focus is on the students themselves. They develop the projects, vote for them, and choose the specific changes they consider most necessary for their school. The idea is for students to understand that their participation is important, that they influence the development of their educational institution, and see the results immediately,’ explained Iryna Stasiuk, National Moderator of the E-DEM e-democracy platform. The ‘Public participation: A new reality’ forum was organised by the Association for Participatory Community Development and the Public Initiatives of Ukraine Union, with the support of the Charles Stewart Mott Foundation, the United Nations Development Programme (UNDP) in Ukraine and funding from the Government of Denmark, the ‘EMPOWER’ programme funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) jointly with the European Union and implemented by GIZ Ukraine; the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation, the European Association for Local Democracy, the Centre for Development and Cooperation of Communities NGO, and the Information and the Civic Space (Hromadskyi Prostir) NGO.

Diia.Osvita Wins Bronze in London! 🏆 The award was presented at the international Learning Technologies Awards 2025 in the Best Use of Blended Learning — Public & Non-Profit Sector category. The event annually brings together leading EdTech projects from around the world, and Diia showcased its ecosystem, which comprises: 🌐 An Online Platform offering 710 educational products to approximately 3 million registered users. The educational materials include subtitles, sign language translation, and alternative text, making them accessible to users with various needs. 📚 A network of offline digital education hubs with 5,000 educational spaces across the country, where approximately 40,000 Ukrainians have received training over three years. This project has created over 2,500 coordinators who now help people in their communities to master digital skills. 💻 IT Studios for Schools that have been introduced in over 35% of Ukraine's schools. According to secondary school teachers, the modern IT module, with hundreds of interactive lessons and exercises, replaces 70–100% of the reliance on textbooks, especially in distance learning environments. 💬 ‘Educational projects are a key area of work for East Europe Foundation, as we fully understand the state’s requirement to build strong human capital. Therefore, the international recognition of Diia.Osvita confirms that Ukraine is creating modern and scalable solutions that meet global standards and are genuinely working to ensure the accessibility and inclusiveness of education,’ emphasised Victor Liakh, East Europe Foundation President. The Swiss-Ukrainian EGAP Program, implemented by the East Europe Foundation (EEF), is the strategic partner of the Diia.Osvita platform. The platform itself was updated in 2023 following the initiative of the Ministry of Digital Transformation of Ukraine, with support from Google.org. Training for coordinators and users of the digital education library hubs is being conducted on the initiative of the Ministry of Digital Transformation, in cooperation with the Ukrainian Library Association NGO. This work is part of the DIA Support Project, which is implemented by the United Nations Development Programme in Ukraine with funding from Sweden.

Volodymyr Babenko, a teacher from the Poltava region, received 250 thousand hryvnias for the development of his own IT Snack platform, which helps schoolchildren master programming. 💡 Three digital solutions in the healthcare sector were honoured at the first Ukrainian GovTech Awards ✔️ The digital assessment system for everyday functioning for establishing disability ✔️ The medical cannabis circulation system ✔️ The electronic distribution system for medical residency for medical students. 🚀 We presented the opportunities of the first open innovation programme in Ukraine – GovTech Lab Ukraine Thanks to the programme, start-ups can receive up to 150 thousand euros for pilot projects, as well as to test their solutions. 🌐 ‘Digital Communities Forum: From Idea to Action’, which gathered over 150 participants The event discussed the e-DEM and SVOI digital services and presented a new online course on the School’s Public Budget on the ‘Zrozumilo!’ platform, which will soon be available to users. 🏆 The final of the competition for ideas to improve the SVOI and e-DEM platforms – ‘EGAP Ideathon 2025’ Three winning teams shared a prize fund of half a million hryvnias for the best ideas for digital solutions for communities: ‘BeeDigital’, ‘Document UA’, and ‘Smart City Boiarka’.

🇺🇦 Reform radar: the future of Ukraine’s digital transformation Global Government Technology Centre (GGTC) Kyiv and VoxUkraine presented the results of the joint report ‘Reform Radar: Tracking Ukraine’s Digital Transformation’ and announced the creation of the ‘GovTech Reform Index’ – a new analytical tool that will regularly track the dynamics of digital reforms. 📝 The report systematised over 100 legislative and regulatory acts adopted between 2019 and 2024 and showed how public administration has been transformed. 🥇 The World Book of Records has recognised Diia.AI as the first AI assistant in the world to help citizens receive state services at a national level. The assistant operates like a regular chat: thanks to its integration with state registers, it answers questions and helps citizens receive services on the Diia portal. The service demonstrates that interacting with the state can be fast, convenient, and understandable. The record in the "First Time" and "Inventions" categories was officially registered on 4 November in Kyiv during the WINWIN Summit. Hanna Krysiuk, General Director of the World Book of Records, presented certificates for the implementation of the solution to: 🏆 Mykhailo Fedorov, First Deputy Prime Minister — Minister of Digital Transformation of Ukraine. 🏆 Victor Liakh, East Europe Foundation President. 🏆 Jacques Gerber, Swiss Federal Council Delegate for Ukraine. 🏆 Charlotte Suren, Deputy Head of Mission at the British Embassy in Kyiv. 💬 “Ukraine has once again proven that it is a global innovator in the field of digitalisation. Changed your name or surname and need to update your official data quickly? 🚀 We have great news for you! Diia’s new data actualisation service makes it possible in just a few clicks! Now, updating your details — including correcting errors in your residence extract — no longer requires visiting a local Territorial Community Register. All you need to do is open Diia. How it works: ✅ In the Diia app, go to the “Services” section → select “Place of Residence” → then “Actualisation of Residence Data”. The application will automatically redirect you to the portal. ✅ Press “Submit Application”. ✅ Select the person whose data needs updating (yourself or a child). Applications for multiple family members must be submitted separately. ✅ Complete and verify the application. ✅ Sign it with your electronic signature. 💡 The result will appear automatically in the application shortly after. 📝 Documents you will need: Your Taxpayer ID; one of your biometric documents in Diia (ID card or foreign passport); and, if updating a child’s data, the Ukrainian birth certificate. ❗️ Note: The service is currently unavailable for residents of temporarily occupied territories (Crimea and certain districts of the Donetsk and Luhansk regions). The event was opened by Jacques Gerber, Swiss Federal Council Delegate for Ukraine, Ambassador. 💬 “The reform of the State Statistics of Ukraine is not only about a new digital system and portal for statistics. It is about a new philosophy of public governance that is based on data, efficiency, transparency, and trust,” he noted. 💡 Three Teams Win EGAP Ideathon 2025! The final of EGAP Ideathon 2025 took place in Lviv — a competition aimed at discovering and improving solutions for the SVOI and e-DEM platforms to make interaction between government and citizens more transparent, efficient, and user-friendly. Nine teams — representing local communities, the IT sector, civil society, and business — presented their ideas focused on enhancing digital participation tools in Ukraine. 🏆 Winners of EGAP Ideathon 2025: 🥇 BeeDigital presented the idea of a digital solution that ensures transparency in the work of local deputies. The platform provides profiles with key information — district, contacts, and office hours. Residents can submit requests online, track their status, participate in consultations, and review deputies’ reports. 🥈 Document UA proposed a city council document access portal with AI analysis, advanced search, and personalized notifications. 🥉 Smart City Boiarka introduced the concept of a financial module in the resident’s online cabinet and city council chatbot, designed for convenient monitoring of tax liabilities. 🎖 CrimeDataLab received the Audience Choice Award for developing a road safety platform based on open data. The jury evaluated the ideas according to five criteria: relevance to community needs, human-centered approach, innovation, practicality, and scalability. 💬“Our ideathon is a space where ideas for digital transformation in communities are born.
