There is still a lot to digest from the 2025 Budget, but some clear messages are emerging from Make UK on skills and industrial growth. "There is some welcome news on apprenticeships, with additional investment for SMEs hiring apprentices and greater flexibility in the Apprenticeship Levy, which helps cut training costs for those under 25." Rt Hon Robert Halfon, Executive Director at Make UK. However, he warns that cutting the levy expiry window to 12 months under the new Growth and Skills Levy, alongside higher co‑investment, will make it harder for large employers to take on apprentices. Stephen Phipson CBE, CEO at Make UK, calls the Budget “two steps forward, one step back” for manufacturers. He supports expanded capital allowances for leased equipment, more backing for SME apprenticeships, regional skills and infrastructure funding, and renewed consultation on business energy support to tackle “eye watering and uncompetitive” industrial energy prices. But he flags concerns over tighter salary sacrifice tax relief, a higher National Living Wage and new EV road tax, which he believes could hit recruitment, retention and EV adoption.
