Recognized by the Boston Globe as one of the Top 100 Places To Work, Bay Cove's staff provides effective residential, day, outpatient, and educational services to 25,000 people annually. Bay Cove has four treatment areas, led by dedicated, experienced staff: Addiction & Homeless Services, Developmental Services, Behavioral Health Integration Services, and Community Mental Health Services. Bay Cove operates 175 programs in Greater Boston & Southeastern Massachusetts. KEY PROGRAMS INCLUDE: Community residential and day programs for people with developmental disabilities, including those with high-risk medical and psychiatric needs. Adult Community Clinical Services for people with serious mental illness, featuring community residential programs, employment services, case management, clubhouse, and peer support services. Congregate and transitional housing for formerly homeless seniors, and a day shelter for homeless seniors. Comprehensive addiction treatment programs: detoxification, clinical stabilization, short and long-term residential treatment, and an outpatient methadone clinic. Homelessness/addiction programs: an overnight shelter, seasonal warming center, street outreach team, and supported housing with in-reach services for chronically homeless adults. Behavioral Health Integration services: a state-funded Community Behavioral Health Clinic and two federally funded Certified Community Behavioral Health Clinics (in Boston and Cape Cod), integrating substance use and mental health services. Community Partner and Health Home services for people with serious mental illness or long-term support needs, aiming to improve health outcomes through integrated healthcare and behavioral healthcare services. Early Intervention Program promoting optimal development for children under three who are developmentally delayed, have a known disabling condition, or are at risk due to biological or environmental factors.

TCA congratulates Bay Cove Human Services on 50 years of service and its vital role as a member of our Captive. Bay Cove Human Services began in 1974 as a single program—Andrew House, a medically supervised alcohol detoxification unit. Dr. Peter Randolph was a key figure in the founding of Bay Cove Human Services, and over his decades-long association with the organization, his guidance was instrumental in its growth and development. Dr. Randolph served as Director/Superintendent of the Bay Cove Mental Health Center, a division of the Department of Mental Health. Stan Connors joined Bay Cove Human Services in 1979 as Associate Director and was instrumental in transforming Bay Cove into a multi-service organization providing a full range of mental health, developmental disability, and addiction services to Boston-area residents. Stan was promoted to Executive Director in 1985 and became President & CEO in 2001. He led the agency for 10 years as it continued to grow and expanded into elder services with the acquisition of Kit Clark Senior Services in 2006. In 2012, a new Bay Cove residence designed to serve the most medically fragile individuals in the community opened in Revere and was named Connors House in Stan’s honor. In 1993, Bill Sprague joined Bay Cove as Chief Financial Officer and managed the acquisition of 66 Canal Street, which would become Bay Cove’s cornerstone program location and administrative headquarters. Bill was named Executive Director in 2001 and became President and Chief Executive Officer in 2011—a position he held until his retirement in June 2022. During Bill’s 30 years at Bay Cove, the agency experienced tremendous growth as it worked to fulfill its mission of partnering with people to overcome challenges and realize personal potential. Bay Cove entered strategic partnerships with the Cambridge and Somerville Programs for Addiction Recovery (CASPAR) in 2014 and Growthways, Inc. of Brockton in 2020, extending its service area into new parts of the state. Following the philosophies of his predecessors, Bill was committed to treating each person served by Bay Cove with dignity, respect, and full recognition of their individuality. He was often heard reminding staff that while Bay Cove serves thousands of people every day, it serves each person one at a time. Throughout his tenure, Bill was instrumental in the development of TCA and was a leader in Massachusetts’ human services industry, serving on the boards of the Association for Behavioral Healthcare, the Association of Developmental Disabilities Providers, and The Providers' Council, of which he was a past Chair. Upon his retirement, the building at 66 Canal Street was renamed The Sprague Center in his honor. Today, Bay Cove encompasses more than 175 program locations throughout Greater Boston and Southeastern Massachusetts, employing over 2,000 human service professionals.
