Together, we’ve launched a new Digital Agency Measurement Framework—a first-of-its-kind tool that measures not just who is online, but whether women have the skills, confidence, and power to use digital tools to advance their lives and livelihoods. This shift from “access” to agency is critical for governments, NGOs, and donors working on digital transformation.
