The final tax reconciliation package, signed July 4, 2025, made permanent updates to three long-unchanged tax policies benefiting families with young children. • 𝗘𝘅𝗽𝗮𝗻𝗱𝘀 𝘁𝗵𝗲 𝗖𝗵𝗶𝗹𝗱 𝗮𝗻𝗱 𝗗𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁 𝗖𝗮𝗿𝗲 𝗧𝗮𝘅 𝗖𝗿𝗲𝗱𝗶𝘁 (𝗖𝗗𝗖𝗧𝗖), 𝘄𝗵𝗶𝗰𝗵 𝗵𝗲𝗹𝗽𝘀 𝘄𝗼𝗿𝗸𝗶𝗻𝗴 𝗽𝗮𝗿𝗲𝗻𝘁𝘀 𝗼𝗳𝗳𝘀𝗲𝘁 𝘁𝗵𝗲 𝗰𝗼𝘀𝘁 𝗼𝗳 𝗰𝗵𝗶𝗹𝗱 𝗰𝗮𝗿𝗲. Families could see an increase of up to $900 annually. • 𝗜𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝘀 𝘁𝗵𝗲 𝗘𝗺𝗽𝗹𝗼𝘆𝗲𝗿-𝗣𝗿𝗼𝘃𝗶𝗱𝗲𝗱 𝗖𝗵𝗶𝗹𝗱 𝗖𝗮𝗿𝗲 𝗖𝗿𝗲𝗱𝗶𝘁 𝗳𝗼𝗿 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀𝗲𝘀 𝘁𝗵𝗮𝘁 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗲 𝗮𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝗰𝗵𝗶𝗹𝗱 𝗰𝗮𝗿𝗲. It also allows small businesses to pool resources to contract with a qualified child care provider. • 𝗚𝗿𝗼𝘄𝘀 𝗗𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁 𝗖𝗮𝗿𝗲 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗣𝗹𝗮𝗻𝘀 (𝗗𝗖𝗔𝗣), 𝗳𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝘀𝗽𝗲𝗻𝗱𝗶𝗻𝗴 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝘀 𝘁𝗵𝗮𝘁 𝗮𝗹𝗹𝗼𝘄 𝘄𝗼𝗿𝗸𝗶𝗻𝗴 𝗽𝗮𝗿𝗲𝗻𝘁𝘀 𝘁𝗼 𝘀𝗲𝘁 𝗮𝘀𝗶𝗱𝗲 𝗽𝗿𝗲-𝘁𝗮𝘅 𝗱𝗼𝗹𝗹𝗮𝗿𝘀 𝘁𝗼 𝗽𝗮𝘆 𝗳𝗼𝗿 𝗰𝗵𝗶𝗹𝗱 𝗰𝗮𝗿𝗲 𝗲𝘅𝗽𝗲𝗻𝘀𝗲𝘀. This will allow families to contribute up to $7,500 in pre-tax dollars annually. Fort Worth leaders who have long advocated for expanding federal child care programs are encouraged to see progress finally taking shape. Back in 2018, Matthew K. Rose—then Executive Chairman of BNSF Railway Company and Chair of the Board of the Federal Reserve Bank of Dallas—co-authored an essay with Kara Waddell, CEO of Child Care Associates, and the George W. Bush Presidential Center.
