  • From big wins to new faces, here’s your August 12 City Council recap: 📝 🎉Council recognized outgoing commissioners King L. Moore II, Devin Birden, Becky Loa, and Greg Tepe for their dedicated service and contributions to Lancaster’s growth. ✅ NB1 – $83M Behavioral Health Hospital Grant Implementation Moves Forward Council approved a CEQA Notice of Exemption and authorized the City Manager to negotiate and execute key agreements related to the City's $83.7M BHCIP grant. In partnership with Palmdale Regional Medical Center, this funding will support development of a 96-bed behavioral health hospital in Lancaster—offering psychiatric care, crisis stabilization, substance use treatment, and outpatient mental health services. ✅ CC15 – Employee Pepper Spray Policy Adopted Council approved a new policy authorizing trained Community Preservation and Lancaster PD staff to carry pepper spray while on duty. The policy includes strict training, safety, and reporting requirements. ✅ CC20 – CDCR Work Crew Agreement Renewed Council approved a 3-year agreement with the California Department of Corrections and Rehabilitation, continuing support for incarcerated persons work crews performing community cleanup and maintenance services. 👥 New Council Appointments! CA1 – Ben Berk was appointed to the Planning Commission. CA2 – Cynthia Hernandez was appointed to the Measure LC Citizens’ Oversight Committee. CA3 – Cynthia Underwood was nominated as Deputy Mayor for Innovation.

Keep reading to find out what’s coming. ⬇️⬇️⬇️ July 21, 2025 Agenda Items: ✅ No. 25-002: The Lancaster Planning Commission approved a permit allowing Xalisco Restaurant (at 42525 10th Street West) to host special events and live entertainment. The project was found exempt under CEQA Section 15301. ✅ No. 24-009: Approved a Conditional Use Permit for a Quick Quack Car Wash at 44790 Valley Central Way, allowing construction and operation within an existing commercial center. The project was also deemed CEQA-exempt. 🔉New Public Hearings: ✔️General Plan Amendment No. 24-001: Approved to change land use and zoning from Office Professional to Light Industrial near Avenue M and Division Street for two industrial buildings totaling 807,005 sq. ft. Over 270 pages of public comment were received. ✔️Conditional Use Permit No. 24-011: Approved for Palacio Banquet Hall on Avenue L to host private business and community events. Events will use outside catering only and must comply with alcohol service rules set by the California Department of Alcoholic Beverage Control. ✔️ Tentative Tract Map No. 22-007 (53256): Approved to allow 150 single-family homes near 35th Street East and Avenue K. Lots will range from 7,000 to over 14,000 sq. ft. Environmental mitigation was discussed due to past findings of asbestos-lined irrigation pipes and protected bat habitats. The developer confirmed no current plans to build ADUs.
