For the Workforce Services, several recommendations stand out: • SNAP Administration: $13.3 million in ongoing funds to support program administration. • Homeless services: $25 million in capital and $20 million in ongoing operations to strengthen homelessness services and address high utilizers of criminal justice and emergency systems, plus $5 million in one-time support for The Other Side Village. • Unemployment Insurance Modernization: $3.5 million in one-time Unemployment Compensation Fund support for system integration and modernization. • Medicaid Eligibility and Work Requirements: Resources to support staffing and implementation needs as new policies take effect. At yesterday’s Utah Homeless Services Board meeting, Mike Mower honored Wayne Niederhauser on behalf of Governor Spencer Cox as Wayne retires as Utah’s inaugural State Homelessness Coordinator. Since 2021, Wayne’s leadership has transformed Utah’s response to homelessness, from launching the state’s first strategic plan and public data dashboards to expanding winter shelter capacity and pioneering Utah’s first microshelter community. His work strengthened partnerships, increased transparency and set a new statewide standard for compassionate, effective service. Thank you, Wayne, for your vision, dedication and lasting impact on Utahns experiencing homelessness. Your legacy of collaboration and hope will live on.

Congratulations to the recipients of the Homeless Services Board Outstanding Community Leader Recognition Award! We're proud to recognize three individuals whose leadership and dedication have made a meaningful impact on the lives of those experiencing homelessness: Ryan Steinbeigle with Davis County Government has shown a deep commitment to both preventing homelessness and responding to crises. His leadership of the County's Winter Overflow Plan has helped ensure shelter, warmth, and safety during severe winter conditions. Commissioner Brandon Gordon with Utah County Government transformed a county building into an award-winning warming center by thoughtfully managing service providers, personally visiting potential facilities, and listening to the voices of clients to ensure their needs were met. Commissioner Clinton Painter with Juab County played a key role in building the Six County Homeless Council, setting regional goals and action plans, and raising awareness about homelessness across the region. A heartfelt thank you to these outstanding leaders for their service and dedication to our community!
