The Massachusetts Health Policy Commission (HPC) is an independent state agency working in the public interest to improve the affordability of health care for all residents of the Commonwealth. The HPC: --Creates meaningful accountability for moderating health care spending growth by setting the annual health care cost growth benchmark and assessing the performance of the health care system to meet this measurable goal. --Oversees the changing Massachusetts health care provider market to identify and respond to market failures, and to provide independent analysis of the impact of health care market changes on cost, quality, access, and equity to the public and other key health regulators. --Issues data-informed, actionable policy recommendations necessary to reduce health care cost growth, promote affordability, and advance equity and to guide the future of health care reform in Massachusetts and the U.S. --Produces reliable, objective research and reporting to the public, the health care market, and to policymakers on health care issues that touch all residents of the Commonwealth, including trends in health care costs, consumer affordability, health care workforce, and health disparities. --Provides transparency on the structure and functioning of Massachusetts health care providers by collecting and disseminating key information through provider organization registration and certification processes. --Ensures patient access to needed health care by safeguarding the rights of health insurance consumers and patients regarding coverage and care decisions by health plans and certain provider organizations --Invests in innovative care models that engage hospitals, community-based organizations, and community members in delivering high-quality health care that is affordable, accessible, and equitable.

Today, Massachusetts Health Policy Commission (HPC) Executive Director David Seltz joined Senator Cindy Friedman, Representative John Lawn, and Massachusetts Division of Insurance (DOI) Commissioner Michael Caljouw for a panel conversation with John McDonough, “State Affordability and Cost Containment: State Strategies for Success.” Executive Director Seltz said, “The 8.6% growth in health care spending in 2023 was one of the highest recorded since the establishment of the health care cost growth benchmark in 2012. CHIA’s latest research brief finds that cost-sharing—especially deductibles—is the most common source of medical debt for Massachusetts residents and families. The brief combines data from the 2021 and 2023 Massachusetts Health Insurance Survey (MHIS) and breaks out findings by sociodemographic characteristics like race and income level. Despite near-universal health insurance coverage in Massachusetts, more than 1 in 8 residents carries family medical debt; that rate is nearly double for residents with family members who were not continuously insured. Medical debt poses a persistent affordability challenge and is associated with a wide range of negative consequences, from forgoing medical care to facing food insecurity and housing instability. Thank you to everyone who attended and tuned in to the 2025 Health Care Cost Trends Hearing, “Working Together to Safeguard the Commonwealth’s Commitment to Health Care Affordability, Access, and Equity,” hosted by the Massachusetts Health Policy Commission (HPC). This annual hearing offered a critical opportunity to discuss the pressing issues challenging the stability and sustainability of the Commonwealth’s health care system. These include barriers to affordability, workforce constraints, financial volatility, high and rising prescription drug costs, and threats to health care access and coverage – and the ongoing efforts to address them. Attorney General Andrea Joy Campbell opened the hearing with a call to action as recent federal policy has created uncertainties about the health care landscape in Massachusetts. In the ongoing fight to safeguard health care access and work toward a more affordable and equitable health care system for all residents, Attorney General Campbell said, "We are a small state, but we punch above our weight," and “we will fight back in any way we can."
