About us

The Greater Richmond Transit Company (GRTC) is an expanding mid-sized transit agency serving Virginia’s capital and the greater Richmond region. GRTC is uniquely integrated with the community and presents a range of opportunities – from launching innovative new service designs and building large capital projects to expanding throughout the region and continuing to grow ridership. Located just ten minutes from downtown, GRTC’s headquarters power 30,000 transit trips a day, with more routes & regional connections in development – as well as a second bus rapid transit line that will complement the Pulse, our ITDP Bronze Medal-winning flagship system that serves as the spine of our network.

    We are proud to announce Lora Toothman as GRTCs new Director of Capital Construction and Facility Improvement. This new department will guide all capital projects and oversee GRTC facilities, strengthening the foundation of our growing transit system. Lora has already shaped many of our recent improvements, including the demolition of 325 E Belt Blvd, the ETI bus stop accessibility upgrades, and the construction of 301 E Belt Blvd which now serves as GRTC headquarters. Her story with GRTC began as an intern in 2005. She returned in 2008, and now joins us for a third time with deep experience in facility development, solar energy initiatives, and major school construction projects across Chesterfield County. As Director, Lora will lead the work that keeps our infrastructure strong and ready to support our region. Please join us in celebrating her new leadership role!

    The City of Richmond and GRTC have officially launched the developer solicitation for the Downtown Transfer Hub and mixed-use overbuild. This is a major step toward delivering a modern transit hub and new opportunities for housing, retail, and economic growth. The RFQ opens November 19, 2025, with responses due January 30, 2026. This transformative project will strengthen our region’s mobility network while activating new public and private development in the heart of the city.     GRTC is proud to announce the relaunch of the CARE Advisory Committee (CAC). This volunteer group is made up of CARE riders and caregivers who want to share their experiences and strengthen paratransit service in our community. The committee provides feedback on service, communications, and major projects to ensure the voices of CARE riders are heard. Members are appointed by the CEO and receive a quarterly stipend for their participation. Applications are open September 1 through September 30, 2025.
