The Rhode Island Health and Educational Building Corporation (“RIHEBC”) is a quasi-state agency that partners with public and private healthcare and educational institutions, cultural institutions, human service providers, and municipalities, to secure low-cost tax-exempt financing for critically needed capital projects. Facilities financed through RIHEBC include new construction and renovations of hospitals and community health centers, academic buildings and student centers, K through 12 public schools, among so many other important projects. Since our inception in 1966, we have financed over $10 billion of these mission-critical facilities across the State of Rhode Island.

URI and Gilbane Development have finalized a major public-private partnership to build and operate new on-campus student housing, with constructing beginning this month. The project includes three new residence halls—two apartment-style complexes on Flagg Road and a rebuilt Graduate Village Apartments on Route 138—that will add about 1,100 new beds for undergraduate and graduate students. The first hall is expected to open as early as fall 2027. “Expanding our on-campus housing will give students even more access to the resources and amenities that support their success," said URI President Marc Parlange. "This project is an important step forward for our University and advances our strategic priorities to enhance student achievement and strengthen our inclusive, supportive campus culture." Supported by Governor Dan McKee, the Rhode Island General Assembly, and private partners, the initiative marks the first phase of URI’s long-term plan to modernize residential life on the Kingston Campus.
