In a pivotal year like 2025 where tax has taken center stage, I had the privilege of moderating a dynamic Chief Tax Officer Panel at our recent KPMG US Cross-Border Tax Summit. We were fortunate to hear directly from industry leaders: Scarlet Pereira at Mastercard, Rachel McClain at Graphic Packaging International, Heather Beck Crowder at Phillips 66, and Ryan Smith at Fiserv. Key takeaways from the panel included: 1. The complexity of leading and being part of a tax team today has intensified, with challenges such as navigating simultaneous changes in US and abroad, adapting to shifts in IRS resources, dealing with the politicization of tax in the US and more. These factors make the tax landscape incredibly complex and require strategic navigation. 2. There is increasing adoption of and interest in more advanced generative AI capabilities, like agentic AI. 3. Tax policy in particular remains a top priority for most C-suites and boards, with many closely monitoring the 'trifecta' (the extension of the TCJA provisions this year, the implementation of the global tax deal outside of the US, and ongoing regulatory changes, including tariffs). 4. Transformation is not slowing, leading to an increasing interest in considering managed services models. Tax Managers "Know Your Worth" in 2025 Back in 2015, the average Tax Manager in the Bay Area earned around $125K–$150K. Fast forward 10 years → Adjust for inflation + Bay Area cost of living increases, and that same role should now command $240K+ to maintain the same standard of living. Managing clients, partners, teams, and projects, while meeting deadlines is not easy. If you’re a Tax Manager in the Bay Area, you should know your bare minimum and be confident in asking for it. The math says $200K is the floor, not the ceiling in 2025. Don’t sell yourself short for $160K or $175K. Impact of California’s recently adopted market-based sourcing regulations on asset managers What happened? The California Office of Administrative Law on September 5, 2025, approved an amended version of California Regulation (CCR) 25136-2, updating the rules for market-based sourcing of sales other than tangible personal property. After nine years and numerous interested party meetings, the proposed regulation finally was adopted. Why is it important? Under California law, sales from services are included in the California sales factor numerator to the extent the purchaser receives the benefit of the service in California. The finalized amendments provide a number of changes and clarifications impacting asset managers, particularly around the sourcing of management fees and the sourcing of sales of intangible assets such as corporate stock and partnership interests. Other items include changes to the general presumptions and cascading rules on determining where the benefit of services is received, as well as providing special sourcing rules for large volume professional services and government contractors. While the amendments to the regulation generally are effective for tax years beginning on or after January 1, 2026, some of the changes applicable to asset managers are retroactive. Actions to consider Asset managers should examine the new rules to determine whether they may have a California filing obligation with the new look-through sourcing rules.
