TV ratings shake-up: Reform or risk? MIB has just proposed sweeping changes to the decade-old rules governing television rating agencies. In a bold move, it has removed key conflict-of-interest safeguards, allowing entities with stakes in broadcasting, advertising, or distribution to now own or operate TRP agencies. For years, India’s Rs 1.6 lakh crore advertising industry has functioned on a single, sacrosanct currency—TV ratings from one body. That data has shaped everything from ad rates and media plans to channel strategies. But now, with these changes, the gates have been thrown open. What’s changed? Clauses that prevented broadcasters, advertisers, and agencies from having ownership or board-level influence in rating agencies have been deleted. Restrictions on cross-holdings are gone. This could now allow anyone, from cable operators and OTT platforms to advertiser consortiums, to enter the measurement space. What’s at stake? Will this break monopolies and drive innovation in measurement? Or will it fragment the industry, with multiple 'currencies' confusing advertisers, reducing trust, and encouraging self-rating? This isn’t just about structure—it’s about credibility. Because when the ones being rated are also the ones doing the rating, who holds the mirror up to the mirror? As audience measurement expands to digital, CTV, and multi-screen behaviour, we absolutely need reform. But reform without guardrails could mean competition at the cost of trust.
