SECNAV issued a memo creating new Robotic & Autonomous Systems (RAS) Program Executive Office (PEO), Deputy Assistant Secretary of the Navy (DASN-RAS) and other leadership roles. To plan these changes, all Navy RAS-related acquisitions are paused for 30 days (unless waived), and “sprints” will consolidate programs, streamline acquisition, and craft a transition schedule. The new offices will be operational within 90 days. This reorganization aims to better align RAS efforts with strategic defense priorities—supporting a hybrid fleet of crewed and uncrewed systems, improving efficiency, and accelerating deployment of critical capabilities. This RAS shakeup is part of broader reforms including the Naval Rapid Capabilities Office (NRCO). Merlin's CEO, Matt George, recently collaborated with Mike Bloomberg and other defense innovation experts on a blueprint that aims to help the U.S. deter adversaries and rebuild the industrial base to meet 21st-century defense challenges. The report, which was privately commissioned by Michael Bloomberg and chaired by former Commandant of the U.S. Marine Corps, General David Berger (Ret), calls for reallocating as much as 15% of the DoD's current budget from legacy systems to emerging technologies via an alternative procurement pipeline, scalable manufacturing, and a skilled workforce. One of the key recommendations is to allocate 5% of its budget to non-traditional companies, encouraging private and public capital markets to reinvest in defense technology companies that can deliver revolutionary technology to our warfighters. This approach would cultivate a new wave of tech companies that might not otherwise enter the defense market, and would spur innovation, lower costs, and enhance the quality and variety of technologies available to meet the DoD’s evolving needs.
