Skills-Based Hiring: What Can We Learn from the Public Sector? Welcome to the weekly Lightcast Data Snack, your bite-sized look at workforce trends. 📊 This week highlights new research from Lightcast and the National Governors Association, showing how skills-based hiring is gaining traction by state governments, and that the private sector is lagging behind. What the Data Shows: 📈 🔹 26 states and territories have implemented skills-based hiring initiatives, signaling a broad movement away from degree requirements and toward a focus on skills. 🔹 With this shift, a 9 percentage point gap exists between state government job postings requiring a degree (61%) and private sector postings (70%). The public sector is changing, the private sector hasn't budged. 🔹 The State of Maryland provides a compelling case study: After adopting skills-based hiring in 2022, the share of job postings not requiring a degree jumped from 32% to 47%—a major step in expanding skills-based jobs. What a difference a year makes. Last April, Walmart held its first-ever opportunity summit in Washington D.C. to pull together other large employers, government officials, workforce experts and nonprofit leaders to discuss investing in American jobs through a skills-first approach.   Fast forward to today. I’m excited to share the release of Skills-First.org, which outlines a framework for skills-first hiring for common roles that represent over 11 million U.S. jobs. This is the first project from the Skills-First Workforce Initiative – a direct result of last year’s summit. Walmart funded the project led by The Burning Glass Institute as part of a working group that included other large employers like Accenture, Bank of America, Blackstone The Home Depot, Microsoft, Nordstrom, PepsiCo and Verizon.   The idea is to make it easier for workers to understand the skills that they have built from their jobs  and how their skills translate across employers. We’re just getting started and our next phase will establish this framework for 40% of U.S. jobs. We believe this will provide access to growth opportunities broadly across the workforce. #TheMoreYouKnow My team is a high-performing, high-impact team because of our diversity and drive to represent all those we serve globally as best we can. DEI is more than race and gender. It covers age, veteran status, disabilities, medical conditions, and more. We have all benefited from #DEI policies. Inclusive hiring is not about hiring someone because of their race, age, gender, etc. It’s making sure to not exclude someone from consideration because of their race, age, gender, etc. Everyone has to meet the same qualifications! “…when we lift up those who have been marginalized, we unlock potential that benefits us all.” “The narrative surrounding DEI candidates often comes cloaked in skepticism, with critics labeling them as "unqualified" for the roles they pursue. This rhetoric is not only outdated but fundamentally flawed. Embracing DEI is not merely about ticking boxes or meeting quotas; it's about acknowledging and harnessing the full potential of a diverse workforce that reflects the very populace we serve. Seeing a lot of misinformation circulating on EEOC vs. DEI. Let’s clear Up the Confusion: While both aim to create fair and inclusive work environments, they serve very different purposes. What is EEOC? The Equal Employment Opportunity Commission (EEOC) is the law enforcement side of workplace fairness. It ensures companies comply with federal anti-discrimination laws, protecting employees from discrimination based on race, color, religion, sex, national origin, age, disability, and genetic information. Think of the EEOC as the referee—making sure employers don’t break the rules. It enforces Title VII of the Civil Rights Act, the ADA, and other key laws, ensuring fairness in hiring, promotions, pay, and workplace conditions. 🔹 EEOC is about compliance. Employers must follow these laws or face penalties. 🔹 It’s reactive. Employees file complaints when they believe they’ve faced discrimination. 🔹 It’s the floor, not the ceiling. Following EEOC guidelines means you’re meeting the bare minimum legal standards. What is DEI? Diversity, Equity, and Inclusion (DEI) goes beyond compliance—it’s about intentionally building a culture of belonging. While EEOC is about legal protections, DEI is about culture transformation. 💡 Diversity = Representation. Who is in the room? Are different backgrounds, experiences, and identities present? ⚖️ Equity = Fairness. Are systems in place to ensure everyone has equal access to opportunities? 🤝 Inclusion = Belonging. Do employees feel valued, heard, and empowered? 🔹 DEI is proactive. It’s about creating an environment where people from all backgrounds thrive, not just preventing discrimination. 🔹 It’s business strategy. Companies with strong DEI programs tend to have higher employee engagement, innovation, and retention. 🔹 It’s voluntary (but smart). Unlike EEOC laws, no company is legally required to have a DEI strategy—but those that do often outperform their competitors. EEOC vs. DEI: Why It Matters *EEOC keeps you out of legal trouble. *DEI helps your organization flourish. The best companies understand that compliance alone isn’t enough. You can have zero discrimination lawsuits and still have a toxic, non-inclusive workplace. 👉🏽 EEOC is the foundation. DEI is the blueprint for long-term success. 🔹 Want a legally compliant workplace? Is it time to rename HR? Because let’s be real, “Human Resources” sounds like we’re managing inventory, not unlocking potential. We’ve outgrown the title. But more importantly, we’ve outgrown the mindset behind it. HR today isn’t about enforcing rules and ordering birthday cakes. At least, it shouldn’t be. It should be about: ·       Building culture that actually shows up in behavior ·       Designing systems that drive performance, not paperwork ·       Coaching leaders, not covering for them ·       Aligning people strategy with business outcomes So if we renamed HR tomorrow to reflect what it should be: What would you call it? - Human Performance? - People Strategy? - Culture & Capability?
