Federal research indicates that Head Start graduates are more likely to perform well in school and tend to demonstrate better cognitive and social-emotional skills compared to their peers who do not participate.I know firsthand, not only because I run one of New York City’s largest Head Start networks, but because I was a Head Start kid.
As this consequential presidential election enters its final stage, Vice President Kamala Harris and former President Donald Trump have policy platforms that fundamentally diverge on the Head Start program.
Project 2025, the Heritage Foundation’s 900-page policy roadmap for the “next conservative President” is comprised of contributions from dozens of former Trump administration officials and offers a chilling indication of Trump’s approach to child care. The plan outlines that Head Start “should be eliminated along with the entire U.S. Office of Head Start” and cites itself, The Heritage Foundation, as the main justification for the program’s “lack of positive outcomes.”
Despite the striking overlap in Project 2025 contributors from Trump’s previous administration and his close relationship with the Heritage Foundation, Trump continues to publicly disavow Project 2025, asserting that he knows nothing about Project 2025 and that he disagrees with several things included in the outline. -

The federally-funded Head Start program, which provides child care for low-income families, is bringing a $18.4 million boost to the historic nonprofit Grand Street Settlement in the Bronx. With the funding, six new centers will open throughout the borough, plus one in Brooklyn, serving 538 children.
In a July 16 announcement, Bronx elected officials at the city, state and federal level, plus other community leaders and local parents, celebrated the Head Start expansion and the many partnerships that will come with it.
Grand Street will partner with the New Settlement Community Center, where the announcement was held, to lease space for a Head Start center that gives families easy access to New Settlement’s programming for infants through high schoolers. The funding will also allow for 17 partnerships with family child cares in addition to the six new centers.
Grand Street Settlement originated on Manhattan’s Lower East Side and Brooklyn, and the Head Start expansion marks the nonprofit’s reach into the Bronx for the first time in its over-100-year history.
In preparing for the potential expansion, Grand Street officials met with existing childcare providers in the Bronx to make sure that an expansion would be supported in the community — and the answer was a resounding yes, said CEO Robert Cordero. He heard from providers that the need for quality childcare is so great that more options were welcomed, he said.
Bronx kids have five times less access to Head Start programs than Lower East Side kids, Cordero said. “A child’s ZIP code should not determine their destiny.”
The Head Start program has been a “booming” success since it launched in the mid-1960s, according to Cordero. -

Grand Street worked hard to apply for and receive one of these loans. We were approved by the SBA through our community bank partner by April 7th and by April 17th we had loan funds wired into our bank account to cover eight weeks of payroll and limited overhead expenses, like rent and utilities for our community centers.

Cordero is now expanding Grand Street’s Head Start program to 600 families in Brooklyn and the Bronx, thanks to an $18 million federal grant. In less than a decade, Cordero has quadrupled the organization’s budget to $63 million, enabling the renovation of its Lower East Side community center and the expansion of services for 18,000 low-income New York families.
Cordero’s own youth advocacy began with a teaching job in Chicago’s public schools. “Committed educators have the potential to be really effective nonprofit leaders,” he says. “You’re a solid communicator, and it really ties you to the community.”
Frustrated by the yawning need he saw among students’ families, Cordero transitioned into social services. He most recently headed Boom!Health in the Bronx, an experience that guides his “respectful” expansion of Grand Street into New York’s northernmost borough.
“As a community-based settlement house, we go to where we’re needed,” Cordero says, “helping lift up families and strengthen communities.” -

For Robert Cordero, it has been an honor to go from being a beneficiary of Head Start growing up to running several of the federal early learning program centers. Cordero leads Grand St. Settlement, a nonprofit settlement house that assists around 15,000 families and whose operating budget increased from $15 to $36 million since he took over in 2015. “Expansion of our early childhood program model in Sunset Park and Bedford Stuyvesant, Brooklyn is my proudest accomplishment,” says Cordero, a former teacher and community organizer. -

Robert Cordero has devoted much of his career to lessening the impact of the AIDS crisis. CitiWide’s mission is to improve the health and social status of active drug users who are homeless or at risk of homelessness. It serves 2900 people annually in an area with among the highest rates of poverty, injection-drug use, HIV and Hepatitis C in NYC. CitiWide helps to keep everyone safer by curbing the transmission of HIV/AIDS and other diseases through needle exchange, testing and other health and social services. Nominator Monica Sweeney, Assistant Commissioner at the NYC Department of Health noted Robert’s “extraordinary commitment to improving the health, safety and quality of life of a community that is impoverished, marginalized and stigmatized. Instead of succumbing to the despair of a resource-poor neighborhood with a poverty rate that exceeds 46%, Robert has harnessed strength, talent and funding to effectively respond by creating an innovative and groundbreaking model of prevention and care.”
Since taking the helm at CitiWide, Robert has: Guided a struggling organization to financial and programmatic stability, creating a strategic plan for the future. Expanded services to become the city’s only 7-day-a-week syringe exchange drop-in center. Facilitated an innovative partnership to create a co-located health and wellness center. Launched the first onsite community pharmacy partnership. Robert has worked effectively for many years to reduce the suffering of people with HIV/AIDS and those at risk for contracting the virus. He has done this with great energy, creativity, passion and commitment, serving as a model for others who hope to solve some of our most vexing public health challenges. -
