Just wrapped an energizing conversation with Molly Wood and Ray Henger at RE+. We’re living through a moment of unprecedented change where AI, electrification and policy shifts are rewriting the rules of energy planning. At Edison International, we started preparing more than a decade ago, but today’s pace of acceleration has reshaped how we think about forecasting. Southern California Edison (SCE) is expecting 35% load growth by 2035 and 80% by 2045, relative to 2022. That’s why it’s building a smarter, more adaptive grid — supported by AI — to help anticipate and respond to change in real time. But technology alone isn’t enough. We need faster siting and permitting, aligned federal and state policies and a shared commitment to affordability. Society cannot wait until the need for power becomes acute. We must plan proactively across a broader range of future scenarios so that the clean energy transition is swift, equitable and resilient. Here are the initial toplines from the now-released Treasury guidance, thanks to Bridget B.: The 5% safe harbor for large scale projects has been removed for solar projects larger than 1.5 MW and all wind projects, leaving the physical work test (both off-site and on-site qualifications) as the only means of safe harboring projects. Taxpayers must demonstrate that physical work of a significant nature has begun before July 5, 2026. Criteria examples, for reference (same examples from previous guidance), include: - On-site work: Excavation for foundations, setting anchor bolts, installing racks or mounting structures. - Off-site work: Manufacturing components under a binding written contract (not held in inventory). - Preliminary activities (e.g., permitting, site clearing,financing) do not count. Low output solar facilities (community solar) under 1.5 MW can maintain the 5% financial safe harbor until July 2026, as long as other requirements are met (e.g., foreign entity, material assistance rules). Maintained the previous 4-year continuous construction safe harbor. Effective date of September 2, 2025 for the new commence construction rules. The guidance also notes in footnote 3 that this release is “not intended to address the beginning of construction rules for the purposes of [the] foreign entity restrictions,” including the material assistance rules that take effect after December 31, 2025, and indicates that Treasury and the IRS are drafting additional guidance for these provisions. There is, therefore, a risk that the “commence construction” standards could change again between now and the end of the year. Overall more stringency, could have been worse, expect higher likelihood of larger entities better prepared to navigate but will need to evaluate physical construction and be ready to document progress, project contract structures and warehousing approaches to ensure high compliance with inventory and component ownership criteria.

Everyone knows by now that the U.S. power grid wasn’t built for hyperscale compute. As load growth accelerates, transmission delays, interconnection backlogs, and regulatory gridlock are threatening to stall the next generation of infrastructure. Jesse Jenkins projects $52 billion in increased power costs and $400 annual higher power bills from the recently passed budget bill. But there's a high likelihood of a rapid solar buildout in the next six months. I include some details on why solar and wind development could increase. Also in this week's Grid Roundup, Oncor Electric Delivery’s rate case was filed last week; if approved, it would raise customer bills by 13% and initiate $36 billion in spending over the next 5 yers. Distributed energy resources (DERs) in ERCOT now add up to more than six gigawatts, 25% higher than the prior year. Be sure to catch episodes of The Energy Capital Podcast with Blake Richetta and Arushi S. to learn more about virtual power plants (VPPs) and how they can help consumers and the grid. ERCOT's Generation Interconnection Status Report for June shows two gigawatts of solar and storage approved for commercial operation and another two gigawatts synchronized. That puts wind, solar, and storage at about 7 gigawatts deployed this year. Worth noting that gas plants in the interconnection queue have doubled in the last year and are now over 35 gigawatts. Despite policy backtracking, #renewables continue to march on. The latest case in point: #solar generation has surpassed gas generation in California. When paired with #energystorage, that has allowed the state to significantly decarbonize, as well as offer #grid value streams. Caveat: some of the decrease in gas in California is because #hydro (another renewable, it should be noted) generation has increased, and droughts could reverse that. But the overall trend is clear, and politics shouldn’t - and won’t - change that.

Thrilled to announce our investment in Base Power Company. America’s aging grid is buckling under the pressure of compounding challenges: inflecting power demand, increasing mix of variable energy sources such as solar, and an urgent deficit of transmission infrastructure.
