The Space Legislative Analyst supports the SAF/SQ Executive Action Group by coordinating legislative actions and facilitating strategic communications and engagements with congressional members and staff. The Space Legislative Analyst maintains effective working relationships with the SAF/SQ organization's internal and external stakeholders, thrives in a work environment with high expectations, and executes diverse work assignments while maintaining strict attention to detail.
Responsibilities
Continuously monitoring and assessing the Congressional climate and mood related to Space Force acquisition and acquisition programs of client interest.
Identifying, researching, tracking, analyzing, and reporting on Congressional issues, activities, reports, and laws that impact or may impact Space Force acquisition or specific acquisition programs.
Producing summaries and reports covering all Space Force acquisition, acquisition capability areas (including Space Science and Technology (S&T), and Space Force acquisition specialty capability areas), and individual acquisition programs.
Monitoring, researching, and reporting on key issues pertaining to Authorization and Appropriations processes.
Researching and analyzing Congressional inquiries/inserts/appeals, testimony, Posture Position Papers, Appeals, Major Budget Issues, and DoD (IG), Congressional Budget Office (CBO), and Government Accountability Office (GAO) reports.
Reviewing and providing data to assist in the preparation for legislative hearings, testimony, program documentation, briefing packages and read-aheads for Congressional staffer visits, formal Questions for Record (QFRs), and other events to ensure an integrated and consistent Space Force position in response to Congressional questions, issues, and requests for information.
Researching Congressional transcripts, press releases, public events, documents, and information.
Providing summaries, analysis and reviews of such transcripts, hearings, events, and Congressional activities.
Providing educational training and materials on the budget enactment process including staffer days and the congressional process.
Maintaining a legislative database. This database must include funding and language information by committee for Space Force acquisition programs throughout the mark process to final passage, legislation to include defense bills and reports, information on key congressional personnel to include their biographical histories and their interest areas, biographical information on key staff, and transcripts on Space Force acquisition-related hearings with member and respondent hearing quotes referenced to programs.
Developing methods for gathering information to populate and maintain databases.
Researching and tracking Congressional reporting requirements as they are developed by Congress.
Handles confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
Required Experience
Required Qualifications
Must be clearable to the Secret level initially and subsequently to Top Secret with SCI eligibility.
Bachelor's Degree and 0-7 years of relevant work experience in Government acquisition or legislative affairs; congressional experience and/or Capitol Hill experience.
Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), buckslips, memoranda, and official letter correspondence.
Working familiarity with standard HQ task and correspondence coordination tools to include Task Management Tool (TMT), Enterprise Task Management System (ETMS-2), and Correspondence and Task Management System (CATMS).
Proficiency with using Microsoft Office and other standard computer applications.
Experience working successfully with senior executives at multiple organizational levels.
Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
Ability to work collaboratively with personnel at all levels of the organization.
Exemplary writing and editing skills with strict attention to detail.
Ability to adapt to rapidly adjust to changing work environments while maintaining high levels of performance and support.
