In most cases, I agree. But you may have a manager doing their best with what they have - a company caught in the past, using archaic tools with punitive policies. So it's unfair to dump it on a "bad manager." The manager may be staying for their own reasons but you don't have to. It's one of many reasons why learning more about a company's culture, to the extent you can, is important research before the offer. I used to think that a business with many long-term employees was a positive sign; my experience tells me it's possibly a sign of "but we've always done it like this" culture.
