Tel Aviv is definitely above Paris and Seoul. Paris got a lot of coverage lately due to Mistral but it hasn’t delivered with many tech IPOs. Seoul is an insular ecosystem that does not produce many global startups. I would also place it above San Diego and LA. Definitely in the top 5.
