Governors in Action, More Needed | August 15, 2025
CEO Note
With energy demand rising and outdated planning processes failing to keep up, the need for Governors to take action to improve energy affordability and reliability is as great as ever. Just in the past few weeks, we’ve seen some good examples of what’s needed: Colorado's Governor took executive actions to help advanced energy projects in development get built more quickly, New Jersey’s Governor pledged to enshrine the state’s clean energy goals into law, New York’s Governor announced the state’s first bulk storage procurement solicitation, and Pennsylvania’s Governor is leading the effort to push PJM Interconnection to improve its planning processes. This is a good start, but much more is needed. As I told Heatmap’s Jael Holzman earlier this month, the pressure is on Governors across the country to get creative by making the most of existing resources on the grid and improving siting and permitting processes to more quickly deploy new ones. Multiple solutions need to be used simultaneously to meet demand growth, stabilize costs, and keep the lights on.

Policy Update
This week, United congratulated David Rosner on being named Chair of the Federal Energy Regulatory Commission (FERC). United’s Caitlin Marquis spoke to Rosner’s expertise and understanding of FERC’s mission, reaffirming her hope that FERC maintains its mission of ensuring a reliable, secure, and economically efficient energy system for all Americans. The American Clean Power Association (ACP), American Council on Renewable Energy (ACORE), and Advanced Energy United, collectively released a joint statement after submitting a rehearing request to urge the Department of Energy (DOE) to reevaluate its recent protocol, issued with the stated goal of identifying risk in grid reliability and security.
