This month, the EU Digital Identity Wallet initiatives take centre stage, marked by significant milestones reshaping how we think about trust, privacy, and interoperability in the digital age. In this edition, we cover the following:

Product updates and new features

Spotlight on DCQL: We are pleased to announce support for Digital Credential Query Language (DCQL) across our wallet portfolio. DCQL provides verifiers with a powerful and standardised way to query and request digital credentials from holder wallets, whether individual or organisational. It allows organisations to ask only for the information they truly need, supporting data minimisation, reducing liability, improving efficiency, and ensuring individuals share only what is necessary.

The European digital identity landscape continues to be shaped by regulatory momentum, technological progress, and real-world adoption through initiatives such as the Large-Scale Pilots. Alongside this, global standards are advancing, with the finalisation of the OpenID4VCI and OpenID4VP specifications marking a significant step forward.

Data Wallet (For individuals)

The Data Wallet is an iGrant.io™ implementation of the EUDI Wallet for natural persons, developed as part of our B2B offering to help organisations deliver trusted services. It enables individuals to securely store and use their data as Verifiable Credentials for everyday activities such as payments, online transactions, travel arrangements, managing health records, sharing identity proofs and age verification. Each data exchange transaction is auditable, ensuring privacy and accountability. As part of our offering to B2B customers, the Data Wallet enables organisations to deliver trusted services to their users while ensuring compliance with the highest data security standards and interoperability within the EUDI Wallet ecosystem.

Key feature updates this month

Support for credential sets in DCQL: Our Data Wallet now supports DCQL credential sets. Verifiers can specify precisely which credentials they need, across formats like W3C VCs and SD-JWT VCs, through a simple query. The credential_sets array lets the verifier express logical rules about how those credentials should be combined.

Eg: (provide proof of identity) AND (a utility bill OR a bank statement)        

Support for redirection after verification: Added support for authorisation response for verifiable presentation credentials, enabling the Data Wallet to redirect back to the verifier’s website or app for a seamless continuation of the interaction.

Organisation Wallet Suite (European Business Wallet)

The Organisation Wallet Suite is our European Business Wallet offering, enabling private and public sector organisations to issue, hold and verify Verifiable Credentials in line with eIDAS 2.0 and the latest European guidelines. Available both as an on-premise solution and as Platform as a Service, it supports a wide range of credentials including PID, LPID, EAAs, and QEAAs., giving organisations a trusted way to integrate digital identity into their services. As part of our B2B portfolio, the Organisation Wallet helps organisations meet compliance requirements while ensuring security, interoperability and scalability within the EUDI Wallet ecosystem.

Key feature updates this month

Extended DCQL with business logic: Extended DCQL support with an enhanced UI enables verifiers to define complex business logic rules when requesting credentials. Verifiers can combine multiple credential queries using logical operators (AND/OR), mark specific credentials as optional, enforce cryptographic binding, and restrict acceptance to trusted authorities. For holders, this enables more accurate, privacy-preserving credential selection, as well as smoother interactions.

Notifications for credential issuance: Holders are notified when new credentials are issued and can take actions such as authenticating, checking delayed credentials, or accepting or rejecting them.

Performance and stability improvements: Dashboards, APIs, and wallet logic have been refactored to enhance stability, error handling, and interoperability across issuance and verification workflows.

Events and industry highlights

WE BUILD Consortium Launch: This month (3-4 September) in Amsterdam, the WE BUILD consortium launched its Large-Scale Pilots, marking a significant milestone in Europe’s digital identity journey. With 27 countries and over 180 organisations on board, the initiative will test 13 real-world use cases for the EU Digital Identity Wallet

By participating in WE BUILD, we help validate how the EUDI Wallet, together with the European Business Wallet, can alleviate administrative burdens, improve trust, and accelerate digital transformation for businesses and public services across Europe.

🏛  EWC concludes with strong momentum: This month, the EU Digital Wallet Consortium (EWC) concluded its final review in Brussels, earning high praise from external experts and the European Commission . Over the last three years, EWC has demonstrated real-world wallet deployments and cross-wallet interoperability, laying the groundwork for the emerging “business wallet.” While formal wrap-up steps remain, its legacy will continue through the Aptitude and WE BUILD consortia. Full project outputs are now available via EWC homepage and GitHub.

Over two and a half years, EWC demonstrated wallet deployments, interoperability and laid the groundwork for Business Wallet.

For iGrant.io™ it was a humbling and rewarding journey, contributing as a wallet software provider with Data Wallet for individuals and the Organisation Wallet Suite (EU Business Wallet) for organisations. EU Digital Identity Wallet Consortium Final Presentation

APTITUDE will soon launch EU Large-Scale Pilots: To support the interoperable and scalable development of the EU Digital Identity Wallet . Advanced Project for Trusted Identity Technologies and Unified Digital Ecosystem (APTITUDE) unites 118 partners from 11 EU Member States and Ukraine, aiming to analyse, integrate, and pilot use cases focused on Travel and Payment within the European Digital Identity Framework. POTENTIAL conference and interop Large-Scale Pilot event concluded in Wrocław: The two-day event will conclude today in Wroclaw, Poland on 29 and 30 September, gathering experts, policymakers, and innovators to reflect on three years of progress and explore the next steps for the EUDI Wallet and digital identity ecosystem in Europe. Standards, regulations, and frameworks

GovStack wallet specification v1.0.0 is published for adoption: The GovStack community has now released the Wallet Building Block Specification v1.0.0, a collaborative effort of identity experts worldwide along with Lal Chandran , George J Padayatti , and Lotta Lundin from iGrant.io™ , contributing as authors to this important milestone at a global scale. 

OpenID4VCI Version 1.0 final specification is approved: This global standard defines how a digital wallet securely receives credentials, and the industry finally moves from building on draft specifications to having a stable, legal OpenID4VCI (OpenID for Verifiable Credential Issuance) framework that governments, banks, and public authorities can trust. OpenID4VP Version 1.0 final specification is approved: This final specification provides a standardised way for digital wallets to present credentials securely. Together, OpenID4CVI and OpenID4VP close the technical loop between issuers, users, and verifiers, moving the industry from draft experimentation to a stable, production-ready foundation.

The legal and technical foundations of the EUDI Wallet: The EU Digital Identity Wallet is underpinned by a unified technical architecture that ensures secure storage, seamless credential sharing, and cross-border interoperability. Citizens can use the wallet to verify identity, sign documents, and access services, all while retaining full control over their personal data.

Fast-tracking the EUDI Wallet implementation: To meet citizens' evolving digital needs, the EU adopted a dual-track strategy of developing legal frameworks in parallel. While the revised eIDAS 2.0 law was being finalised, the Toolbox process defined the wallet’s architecture. This agile approach ensures the EUDI Wallet is both legally sound and technically ready, with final standards being refined through upcoming Implementing Acts.

NIST guidelines help assess risk in digital Identity: Digital Identity Guidelines, which intends to respond to the changing digital landscape that has emerged since 2017. The guidelines present the process and technical requirements for meeting digital identity assurance levels for identity proofing, authentication, security, privacy, as well as improved customer experience of digital identity solutions and technology. 🔐 Mastercard joins EU Wallet rollout: The EU Digital Identity Wallet is set for a 2026 launch, with Mastercard integrating secure payment credentials and age verification features into the ecosystem. As part of the pilot initiatives, this collaboration supports the EU’s push for digital sovereignty and seamless convergence of identity and payments. iGrant.io™ complements this effort with interoperable wallet solutions for individuals and businesses. 🏫 Thales survey shows growing support for mobile IDs in North America: A new Thales survey of 3,000 citizens across the U.S. and Canada shows rising interest in mobile driver’s licenses and digital IDs, with over 60% open to adoption. Nearly 68% prefer government-issued solutions over private wallets, highlighting the importance of trust and security in modern identity services. Read the survey report.

📱 Apple to add US passports to the Wallet App: Apple has announced plans to add U.S. passports to its iPhone Wallet app later this year, expanding its Digital ID features. Once live, users will be able to securely upload passports alongside driver’s licenses and state IDs for identity verification at select TSA checkpoints and businesses.

📑 Biometric Update Identity credentials of all kinds will find a home in digital wallets: An article by Biometric Update talks about the role of digital wallets and standards in mDL evolution, beyond in-person identity checks. Progress in interoperable trust and mDLs (Mobile Driving License) is tied to high-value use cases like payments and online authentication. Country-level adoption and piloting

⛩️Switzerland: Votes on the state-backed E-ID (Digital Identity) on 28th September: The final result shows, 50.4% acceptance rate to the proposal, while 49.6% disapproved, and the survey suggested a 59% acceptance rate. The Swiss voters narrowly approved the plan for electronic ID cards, marking a turning point for digital independence and trust. 

🗽United States: mobile-Driver’s licence proves scalability: The U.S. has deployed its most extensive network of mobile driver’s license (mDL) verification devices, with over 15,000 units across 7,500 locations, proving mDLs are ready for mainstream use. From bars to casinos, merchants can now verify age and identity even when physical IDs are forgotten, highlighting the scalability and diversity of digital ID adoption.

🌉United Kingdom: digital identity push gains speed:  The UK’s 2025 Data Act is fueling a £2.1B digital identity sector, with over 260 firms and 10,000+ jobs. GOV.UK Wallet enables secure, SSI-based verification for retail and public services, cutting fraud and admin costs by 40%. Upcoming digital passport integration and global interoperability efforts position the UK as a leader in identity innovation. Read more.

🏰Republic of Moldova: joins EUDI Wallet adoption effort: Moldova’s eGovernance Agency has joined the WE BUILD Consortium, bringing its EVO app into the EU Digital Identity Wallet ecosystem. The move marks Moldova’s first full participation in the Digital Europe Programme. Read more.

🌏Indonesia: looks at a 30% budget savings via digital Government: Indonesia’s national planning agency projects up to 30% savings in the state budget through integrated digital government systems. With initiatives like digital ID, government cloud, and a centralised super-app underway, the country is accelerating its digital transformation to boost efficiency and transparency. Read more

🏛️Croatia: launch of the mGrađani App in the coming weeks: Croatia is advancing its adoption of the EUDI Wallet framework by presenting the final proposal of Implementing Regulation. The law promotes voluntary data sharing across sectors, creating trusted structures for health, energy, agriculture, mobility, finance, manufacturing, and public administration. 

🌐Costa Rica: launches Mobile Digital Identity: Citizens to use a smartphone-based identity verification through biometrics. Backed by TSE and built with KOMSCO, the system is already being adopted by banks, telecoms, and public authorities, marking a major step in modernising national ID services using EUDI Wallet.
