About us

The history of COMESA began in December 1994 when it was formed to replace the former Preferential Trade Area (PTA) which had existed from the earlier days of 1981. COMESA (as defined by its Treaty) was established ‘as an organisation of free independent sovereign states which have agreed to co-operate in developing their natural and human resources for the good of all their people’ and as such it has a wide-ranging series of objectives which necessarily include in its priorities the promotion of peace and security in the region. However, due to COMESA’s economic history and background its main focus is on the formation of a large economic and trading unit that is capable of overcoming some of the barriers that are faced by individual states.. COMESA’s current strategy can thus be summed up in the phrase ‘economic prosperity through regional integration’. With its 19 (now 21 since 18 July 2018) Member States, population of over 540 million and global trade in goods worth US$ 235 billion COMESA forms a major market place for both internal and external trading. Its area is impressive on the map of the African Continent covering a geographical area of 12 Million (sq km). Its achievements to date have been significant.   • 𝐊𝐞𝐧𝐲𝐚 𝐄𝐱𝐢𝐭𝐬 𝐂𝐎𝐌𝐄𝐒𝐀 𝐒𝐮𝐠𝐚𝐫 𝐒𝐚𝐟𝐞𝐠𝐮𝐚𝐫𝐝 𝐀𝐟𝐭𝐞𝐫 𝟐𝟒 𝐘𝐞𝐚𝐫𝐬, 𝐂𝐨𝐧𝐟𝐢𝐝𝐞𝐧𝐭 𝐭𝐨 𝐂𝐨𝐦𝐩𝐞𝐭𝐞 The Government of Kenya has formally exited the COMESA Sugar Safeguard regime after 24 years, marking a decisive and confident transition for the country’s sugar industry. The safeguard, which lapsed on 30th November 2025, had fully achieved its objective as a temporary, reform-driven instrument to stabilize and restructure the sector.   A statement issued by the Kenya Sugar Board states that the country’s sugar industry is stable, well-managed and supported by clear policy direction. “Farmers, millers, workers, and investors are assured that the exit from the safeguard does not expose the sector to disruption, but rather signals readiness to compete within a structured and fair regional market,”   Over the past several years, the Kenya Sugar Board under the Ministry of Agriculture and Livestock Development has deliberately shifted policy focus from protection to competitiveness anchored on value addition, efficiency, and diversification.   • 𝗔𝗨-𝗖𝗢𝗠𝗘𝗦𝗔-𝗜𝗚𝗔𝗗 𝗗𝗲𝗽𝗹𝗼𝘆 𝗝𝗼𝗶𝗻𝘁 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗢𝗯𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗠𝗶𝘀𝘀𝗶𝗼𝗻 𝘁𝗼 𝗨𝗴𝗮𝗻𝗱𝗮'𝘀 𝟭𝟱 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟮𝟬𝟮𝟲 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 The African Union, COMESA and the Inter-Governmental Authority on Development have deployed a Joint Election Observation Mission (AU-COMESA-IGAD EOM) to observe Uganda’s General Elections scheduled for 15 January 2026. The Mission has been deployed at the invitation of the Government and the Electoral Commission of Uganda. The Joint Mission is led by H.E. Goodluck Jonathan, former President of the Republic of Nigeria. He is supported by Amb. Shemsudin Ahmed Roble, Member of the COMESA Committee of Elders, and Commander Abebe Muluneh Beyene representing IGAD. The Mission comprises 84 Short-Term Observers, including ambassadors accredited to the African Union, officials from election management bodies, civil society representatives, election experts, human rights specialists, gender and media experts, as well as youth representatives. Observers have been drawn from Algeria, Botswana, Burundi, Cameroon, Central African Republic, Chad, Côte d’Ivoire, Djibouti, Eswatini, Ethiopia, The Gambia, Ghana, Kenya, Lesotho, Mauritius, Nigeria, Rwanda, Sahrawi Arab Democratic Republic, Seychelles, Sierra Leone, Somalia, South Africa, South Sudan, Sudan, Tanzania, Zambia, and Zimbabwe. The observers will be deployed across all regions of Uganda to assess election-day processes, including the opening of polling stations, voting procedures, closing of polls, and the counting of votes at polling stations.

    𝐌𝐞𝐦𝐛𝐞𝐫 𝐒𝐭𝐚𝐭𝐞𝐬 𝐑𝐞𝐯𝐢𝐞𝐰 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐢𝐧 𝐄𝐥𝐢𝐦𝐢𝐧𝐚𝐭𝐢𝐧𝐠 𝐍𝐓𝐁𝐬 Sixteen COMESA Countries met in Kigali, Rwanda from 8 – 11 December 2025 to review progress in eliminating Non-Tariff Barriers (NTBs) in the region. Convened by the Trade and Customs Division of the COMESA Secretariat, the 5th Session of the COMESA Regional NTBs Forum meeting took stock of the many achievements recorded in enhancing trade over the past 25years. They have called for complete elimination of all forms of NTBs to further deepen trade. During the same meeting, the private sector focal points held a dedicated meeting were they expressed concern with their seemingly modest participation in the meeting and formed a Network which will help coordination of their efforts. They acknowledged that these periodic meetings provide a unique platform for direct engagement among private sector representatives across COMESA Member States, ‘’This Network will help us strengthen coordination and cooperation among our national private sector focal points,” they declared.

    𝐀𝐦𝐛𝐚𝐬𝐬𝐚𝐝𝐨𝐫𝐬 𝐟𝐫𝐨𝐦 𝐁𝐫𝐢𝐭𝐚𝐢𝐧, 𝐆𝐞𝐫𝐦𝐚𝐧𝐲, 𝐒𝐞𝐫𝐛𝐢𝐚 𝐚𝐧𝐝 𝐏𝐚𝐥𝐞𝐬𝐭𝐢𝐧𝐞 𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐞𝐝 𝐭𝐨 𝐂𝐎𝐌𝐄𝐒𝐀 On Thursday 11 December 2025, COMESA Secretary General Chileshe Mpundu Kapwepwe received Letters of Credence from four Ambassadors accredited to Zambia. These have also been appointed as Special Representatives to COMESA. They are British High Commissioner Rebecca Terzeon; Germany's Ambassador Soenke Siemon; Serbia'sAmbassador Jasna Zrnovic and Ambassador Eleyan Keswani from Palestine. The event was held at the COMESA Secretariat in Lusaka and reinforces the shared commitment between COMESA and the diplomatic missions to deepen cooperation in regional integration, trade, peace and sustainable development. Secretary General Kapwepwe commended the longstanding partnership which the 21-Member trade bloc maintains with the four countries across digital transformation, trade facilitation, climate resilience, private sector development and regional peacebuilding. All the four Special Representatives reaffirmed their governments commitment to continue collaborating and supporting COMESA's regional integration programmes in regional market integration, productive capacity, infrastructure connectivity and inclusive development.

  • Driving Climate Finance in Eastern & Southern Africa On 8 December 2025, COMESA and the World Bank convened a webinar on “Fundamentals of International Carbon Markets and Emerging Trends.” The event brought together 70+ delegates from ASCENT Project Implementation Units to strengthen capacity for engaging in international carbon markets. Key message: By monetizing emission reductions from renewable energy and clean cooking technologies, countries can unlock new revenue streams, attract investment, and secure a stronger role in the global low-carbon transition.
