As part of Beauchamps LLP's annual Housing Conference, Momentum Matters | Accelerate 2025, The Land Development Agency's Chief Executive, John Coleman, took part in a panel discussion on "How Transformative is the National Development Plan Review 2025?" The conference brought together over 450 policy-makers, public bodies, developers, home builders, and industry leaders to explore how recent policy advances can translate into accelerated housing delivery. The Land Development Agency (LDA) is delighted to be shortlisted in five categories at the Irish Planning Institute’s Planning Awards 2025. The Agency’s Bluebell Waterways development in Dublin 12 is nominated in the Housing / Community Project category. Bluebell Waterways, being developed in partnership between the LDA and Dublin City Council, will deliver 383 new homes. The homes will consist of 150 social and 233 cost rental and be complemented by community spaces, a creche, allotments, and a biodiversity-led greenway corridor. The development integrates the area’s industrial heritage within its design, with 19th-century filter beds reimagined into the landscape. Every home is built to the same high standard, with all homes carrying a BER A3 rating. The development sets a benchmark for proactive, early and inclusive engagement in balancing statutory planning requirements with local needs. This directly shaped Bluebell Waterways’ design. Over 40 engagement sessions were held — reaching more than 6,500 people — including groups such as the Bluebell Men’s Shed, allotment holders, maisonette residents and the local school. The Land Development Agency (LDA) was delighted to host Stephen Flood, PhD, Resilience Team Lead at the Climate Change Advisory Council Ireland, for a session with LDA teams on climate resilience across the built environment. Stephen brings close to two decades’ experience spanning climate change, environmental policy, and social science — combining qualitative and quantitative methods. During the session, he detailed the opportunities for synergies and co-benefits from integrated adaptation and mitigation actions. This is important in delivering upon all three pillars of sustainable development: social, environmental, and economic. Climate Resilience is one of six strategic objectives in the LDA’s Sustainable Development Strategy. The Enhance Biodiversity & Climate Resilience objective is focused on addressing the need for buildings, residents, infrastructure, and communities to be able to adapt to the various processes of climate change. The Land Development Agency’s Development Team recently partnered with the Construction Industry Federation (CIF) Southern Region to host an LDA Market Engagement Event in Cork. The session provided information to CIF members on the upcoming tender process for the Wilton residential development. The proposed development will include 152 one-bed apartments, 168 two-bed apartments, and 12 three-bed apartments and 16 three-bed townhouses. There will also be a creche, landscaped open spaces in a mature parkland setting and improved connectivity with new pedestrian and cycle links. The 348 new homes will be a mix of cost rental and affordable purchase. Market engagement events like these are designed to give industry stakeholders a clearer understanding of the tender process, while also providing a platform for open dialogue. This engagement is a key factor in ensuring projects are delivered efficiently and effectively. With The Land Development Agency (LDA) recently announcing its planning lodgement for 285 new homes at Limerick Gasworks on the Dock Road, the LDA’s Director of Development, Phelim O'Neill, spoke on Limerick’s Live 95 about the project.
