About us

The National Council of Social Service (NCSS) is a statutory board under the Ministry of Social and Family Development (MSF) and is the sector developer for the social service sector in Singapore. Through our research, platforms, enabling resources and engagements, we aim to identify gaps and areas needing support, invest in developing key capabilities within the sector and rally community and corporates to support crucial causes in the social service sector. In doing so, we hope to develop a sustainable and connected ecosystem for a caring and inclusive society.

  • Earlier today, NCSS CEO Ms Li-San Tan and CEO (Designate) Mr Shung Yar Lim visited Catholic Welfare Services (CWS) at their Bethlehem Shelter in Ang Mo Kio. The visit offered a closer look at CWS’ 'Full Circle of Life' approach—a holistic model of care spanning from child and youth support to adults and families services, to eldercare services. This includes three homeless shelters and a Night Mission outreach programme that connects rough sleepers to care and community resources.   As sector developer, NCSS is committed to strengthening capabilities across the social service landscape in Singapore so agencies like CWS can continue their work with confidence, sustainability, and impact. The visit also included discussions on 💰 sustainable funding models, 🚀 outcomes measurement, and how NCSS can further enable CWS in 🛠️ organisational development and 🫶 service delivery.   Thank you to the CWS team for your partnership, hospitality, and dedication.   • The International Day of Persons with Disabilities, observed every year on 3 December, reminds us of the importance of inclusion and understanding the diverse needs within our society. Building a “We-First” Singapore means caring, contributing, and supporting one another — creating a society where everyone can participate and thrive. But what truly improves the quality of life (QOL) for persons with disabilities in Singapore? NCSS’ long-term Disability & Inclusion Panel Study (DIPS) 📊 follows over 2,000 persons with disabilities and 1,800 caregivers to understand what drives better outcomes. The study looks at independent living, employment, quality of life, access to support, and community participation, highlighting what works and where gaps remain 💡.     𝗥𝗲𝗳𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀: 𝗦𝗚𝗢𝗢𝗗 𝟮.𝟬 – 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗢𝗿𝗴𝗮𝗻𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲 Yesterday, we held the first in-person session of the SGOOD 2.0 Programme, developed in collaboration with National Council of Social Service (NCSS). This programme is part of 𝘎𝘰𝘷𝘦𝘳𝘯𝘞𝘦𝘭𝘭: 𝘌𝘹𝘤𝘦𝘭𝘭𝘦𝘯𝘤𝘦 𝘪𝘯 𝘊𝘩𝘢𝘳𝘪𝘵𝘺 𝘓𝘦𝘢𝘥𝘦𝘳𝘴𝘩𝘪𝘱, an initiative launched by the Commissioner of Charities and Charity Council. Effective governance in nonprofit organisations begins with informed, empowered board leaders. Through a hybrid programme (16 hours online + 8 hours in-person), SGOOD 2.0 equips nonprofit board members with the governance tools to lead with confidence, balance diverse stakeholder interests and drive meaningful impact. 𝗥𝗲𝗳𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝘀𝗵𝗮𝗿𝗶𝗻𝗴 𝗳𝗿𝗼𝗺 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝗻𝘁𝘀: ✅ Onboarding and alignment between board and management are critical foundations. ✅ Case studies revealed shared challenges and the value of co-creating solutions. ✅ Experience in the nonprofit sector strengthens directors, shaping them into more holistic leaders. ✅ Governance must go beyond compliance to demonstrate real, measurable impact. ✅ Boards should adopt generative thinking to future-proof their organisations.   • Last week, the Singapore Anti-Narcotics Association (SANA) hosted our NCSS Senior Management Team and CEO (Designate), Mr Shung Yar Lim, for a leadership visit to their Step-up Centre @ Sengkang – an opportunity to deepen understanding of their work in preventive drug efforts, addiction recovery and community reintegration. During the session, SANA shared more about their programmes such as QuitVape and Case Management Services for persons recovering from drug addiction, as well as the support provided for these individuals and their families. Through their work, communities rebuild stability, resilience, and hope. As sector developer, NCSS is committed to strengthening addiction support through capability development 🛠️, data informed practices 📊, and cross agency collaboration 🤝. By working closely with partners like SANA, we continue to build a future ready ecosystem where recovery pathways are more coordinated, more accessible, and more responsive to emerging needs.   • With more cases involving nicotine and etomidate based vapes, frontline professionals need the right skills to support individuals and families with confidence.   To strengthen the social service sector’s readiness, NCSS worked with the National Addictions Management Service (NAMS) to organise two training runs last month for social service professionals (SSPs). The SSPs came from various agencies including those involved in the QuitVape Programme.    Certified addiction counsellors guided participants through twelve core areas essential for addressing vaping related harm, including: 🧠 Addiction neurobiology and emerging substance trends 🖊️ Assessment approaches and counselling techniques for vaping cases 👪 Family engagement and recovery support practices 🤝 Community resource mapping to strengthen coordinated care ♾️ Understanding co occurring mental health issues and family impact   The interactive case studies and video-based discussions during the sessions enabled SSPs to apply these concepts in real world scenarios, strengthening capability for timely and effective intervention, and contributing to a more prepared and connected ecosystem of addiction support.   As sector developer, NCSS remains committed to identifying emerging needs early and mobilising expertise to strengthen the social service workforce.   • Corporate partnerships remain a key pillar in advancing Community Chest's mission to build sustained philanthropy and support communities in need.   • Last week, our NCSS Senior Management Team and Board Members came together for the NCSS Board Retreat, a focused space to strengthen our shared vision and chart our way forward. 🤝 Held at The Foundry, the retreat centred on our person-centred and holistic approach, ensuring that individuals, families, and communities in need remain at the heart of everything we do. The team also explored emerging trends shaping Singapore’s social service sector and examined how NCSS can address key challenges and unlock new opportunities to serve our communities better. As sector developer, these moments of collective reflection and strategic planning are crucial. They sharpen our ability to guide the social service sector with clarity, build capability and capacity across the ecosystem, and drive sustainable impact for those we serve.
