    👥 Meet the Team at Steer North America We’re proud to introduce Tom Leach, Associate Vice President, Strategy. Originally from London, and now based in California, Tom brings an international perspective to the contemporary issues facing the transportation sector. At Steer, Tom leads the North American Strategy team and is recognized for helping transit and planning agencies shape, strategize, and advance major projects and policy initiatives. He holds an MA (Cantab) from the University of Cambridge. Through leading rigorous analysis of benefits, costs and associated trade-offs, he provides his clients with actionable insights that inform decision-making. He helps his clients secure funding, guide policy and regulation, and help build public and stakeholder support. Some of his projects include: ✅ Developing strategies to boost post-pandemic rail and transit ridership, underpinned by robust modeling, analysis, and forecasting  ✅ Leading business cases for major rail and transit (LRT; BRT; local bus) investment to help secure grant funding  ✅ Conducting cost-benefit analysis to evaluate and quantify the impacts of transportation investment ✅ Undertaking economic impact analysis to demonstrate the benefits of infrastructure to local communities ✅ Drafting city, state, and federal transportation plans to guide and prioritize transit improvements 👉 Stay tuned as we continue introducing more of our North America team.

    Supporting the UK & Ireland’s bid to host the FIFA Women's World Cup™ 2035 Steer is proud to have contributed to the joint UK & Ireland bid to host the FIFA Women’s World Cup™ 2035 a proposal bringing together 22 world-class venues and the shared ambition to deliver the largest single-sport event ever staged in the UK. Our team developed the transport section of the bid book, including host-city mapping and technical content that demonstrates how fans, teams and communities could move safely, sustainably and seamlessly across all proposed locations. This work builds on our wider commitment to advancing women’s sport from our recent Playing to the Crowd study exploring women’s match-day experiences, to our support for major events such as the Women’s Rugby World Cup.     Last week, we were proud to host a Steer table at the Railway Ball 2025 – one of the industry’s most anticipated celebrations of the people, partnerships and innovation that keep Britain moving. The event remains a highlight in the rail calendar, bringing together colleagues from across the sector to raise funds for Railway Children and recognise the vital work this charity does for vulnerable young people. A huge thank you to our guests for joining us and to everyone we caught up with during the evening. It was a pleasure to celebrate another year of progress, collaboration and ambition across the rail industry. Here’s to continuing that momentum together in 2026.     Steer is proud to have supported the joint bid – submitted by the Irish Football Association, Scottish Football Association, Football Association of Wales and the The Football Association – to host the FIFA Women's World Cup™ 2035. The proposal puts forward 22 world-class venues and a shared ambition to deliver the largest single-sport event ever staged in the UK, with 4.5 million tickets available for fans, and the first FIFA World Cup to be hosted here since 1966.   Our role focused on developing and authoring the transport section of the bid book, production of host city maps and technical content that show how fans, teams and communities can move safely, sustainably and seamlessly across all host cities.   Our commitment to strengthening women’s sport runs deep. This year we published Playing to the Crowd, authored by senior consultant Charlotte Read – our evidence-based report exploring what drives women’s match-day attendance and how clubs, venues and transport partners can design experiences that feel safer, more inclusive and more enjoyable for everyone. We also continue to support major tournaments, including our recent work on the Women’s Rugby World Cup, helping organisers plan crowd flow, transport operations and city-wide mobility.   Philip Turner, project director for Steer, said: “Hosting the 2035 tournament would be a generational opportunity to inspire new audiences, elevate women’s football and strengthen the cultural and economic legacy of the game. Our joint bid features 16 proposed English stadiums, with a further six proposed from across Northern Ireland, Scotland and Wales, and a shared ambition: to host the largest single-sport event ever staged in the UK, and the first FIFA World Cup in this country since 1966. #AllTogether
