The inaugural session of the International Knowledge Exchange (IKE) Synthesis Workshop on Power Market Regulatory Reforms organised on 4th December, 2025 under the UK PACT (Partnering for Climate Transition) programme brought together senior officials from the Ministry of Power Govt of India, Central Electricity Regulatory Commission (CERC), State Electricity Regulatory Commission, Foreign, Commonwealth and Development Office (FCDO), international and national power experts to discuss some of the critical themes shaping the future of India’s energy sector. These included Capacity Markets, Reserves & Ancillary Services, and Grid Flexibilisation. Mr. Pankaj Agrawal (Secretary, MoP), Mr. Jishnu Barua (Chairman, CERC), Mr. Ramesh Babu Veeravalli (Member, CERC), Mr. Harpreet Singh Pruthi (Secretary, CERC), Ms. Laura Aylett (Climate & Energy Head , British High Commission, Delhi) and Mr. Balawant Joshi (M.D, Idam Infra) offered valuable insights. At the heart of the IKE program lies the power of partnership, learning from global experts, sharing challenges and opportunities for informing India’s energy sector. About us
UK PACT (Partnering for Accelerated Climate Transitions) is a flagship programme under the UK’s International Climate Finance (ICF) portfolio. The programme is jointly governed and funded by the Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ). The UK is committed to tackling climate change and is investing £11.6bn via ICF over the five years to March 2026. We fund projects which support partner countries to implement and increase their ambitions for carbon emissions reductions in line with their Nationally Determined Contributions (NDCs). All UK PACT projects work to accelerate partner countries’ transition to low carbon development. UK PACT delivers impact through a combination of funding longer-term capacity-building projects and the rapid mobilisation of expertise.

Driving UK–India Partnerships to Power Climate Innovation in Tier-2 Cities The UK PACT (Partnering for Accelerated Climate Transitions) programme is proud to support initiatives that bring data driven solution, global expertise, and climate-forward solutions to India’s emerging cities. As part of this continued partnership, we were honoured to host Ms. Seema Malhotra, Minister for Indo-Pacific, Foreign Commonwealth and Development Office, UK, at IIT Madras as part of the UK PACT programme. Her visit highlighted the shared UK–India commitment to sustainable mobility, climate action, and digital innovation. A key focus was the UK PACT-Digi-PULSE project focused in Thoothukudi district, an initiative bringing Digital Twin planning, climate-integrated mobility strategies, and access to climate finance to Tier-2 cities. During the engagement, the team showcased the progress made so-far in terms of stakeholder engagement and getting buy-in for the project SOW from key counterparts (Thoothukudi Municipal Commissioner). Through this partnership, Thoothukudi is gaining access to powerful tools like Digital Twin–enabled planning, data-driven decision-making systems, and integrated climate-responsive mobility strategies technologies that often take much longer to reach smaller cities. This partnership is contributing to transformative innovations in Thoothukudi, including: • Climate-integrated urban mobility planning aligned with Tamil Nadu’s decarbonisation goals • Deployment of a Digital Twin to strengthen ICCC capabilities • Designing connected, decongested, people-centric public spaces • Enabling access to climate finance for low-emission mobility • Building institutional capacity across city, state, and national systems This work—implemented by IIT Madras in partnership with CENEX, TERI, and ITDP India—directly supports Tamil Nadu’s Climate Change Mission and its ambition to achieve Net Carbon Neutrality before 2070. The project has a strong focus on embedding GEDSI principles throughout the implementation, to ensure that the desired outcomes are inclusive, accessible, and responsive to the needs of women, persons with disabilities, and vulnerable groups. The UK PACT programme extends its appreciation to Ms. Seema Malhotra for recognising and championing the power of UK–India collaboration in advancing equitable, climate-resilient urban development. Exciting times ahead! Our team at WEC Advisers in conjunction with our partners at Greenage Technologies and Priston Mill, just kicked off the Utility Smart Grid Integration (USGI) Project with our project partner, Kano Electricity Distribution PLC (KEDCO), marking the start of another chapter in Nigeria’s journey toward 24/7 reliable power. The USGI project is funded by the UK PACT (Partnering for Accelerated Climate Transitions) programme, and will serve as a proof of concept for how smart grid technologies can work to build cleaner, more efficient, and reliable electricity networks. The current phase of the project is to develop a replicable framework for grid modernisation and prepare a pilot project for implementation. The project aims to reduce ATC&C losses for DisCos, improve supply for customers, and enable integration of renewable energy. We’re grateful for the collaboration of our partners and the visionary support of the UK PACT programme in helping bring this idea to life. How can integrated planning unlock one of the world’s most promising offshore wind frontiers? As part of the United Kingdom’s continued partnership with the Philippines to accelerate its offshore wind (OSW) ambitions, Philippines-UK PACT facilitated a strategic study visit to the UK, from 4-8 August 2025, for senior officials from DENR, DOE, NAMRIA, and DA-BFAR. Through exchanges with UK experts behind the Marine Spatial Planning (MSP) framework, delegates gained practical insights into how integrated, data-driven approaches enable offshore wind deployment, while protecting marine ecosystems and supporting coastal communities. A key milestone from the visit was the establishment of the Philippines’ MSP Technical Working Group, marking an important step toward coordinated, multi-agency governance of marine spaces. This collaboration highlights how integrated marine planning serves as a catalyst for unlocking the Philippines’ 178 Gigawatt offshore wind potential. County-level energy planning within Kenya is becoming increasingly important and relevant following the evolving governance system and energy planning responsibilities. With this in mind, Climate Compatible Growth #CCG Kenya with funding from UK PACT (Partnering for Accelerated Climate Transitions) we were able to produce the following research paper that presents county-resolution energy demand projections alongside the underlying energy demand models in support of both integrated national planning, and county energy planning. The COunty-REsolution energy system Demand models (CORE-D) introduce a new methodological approach to overcome historic energy planning barriers. It is based on a spatial disaggregation of whole energy system demand modelling through downscaling to produce individual county demand models, facilitating the future incorporation of county level data, priorities, and plans for demand assessment. CORE-D can support county energy planning processes by enabling the development of, and facilitating stakeholder discussion on, energy demand projections under various county-level scenarios. In providing a consistent framework for energy demand analysis across all counties the approach particularly supports a coherent integration of county plans to national-level analyses and policy processes.
