The UK has no shortage of startup support programmes. But how well do they work? In our new paper, Full Speed Ahead: Accelerating Britain’s network of startup support programmes, we ask whether the startup support ecosystem is delivering on its promise to founders, funders and the wider economy. We spoke to programme operators, founders, and policy experts to understand the challenges and opportunities, and we propose four areas of reform to help startup support programmes deliver lasting, measurable outcomes. As our Patron, Steve Rigby, writes in the foreword: “We are world-class at launching startups – but not yet at helping them scale. If we want the UK to remain globally competitive, we need to raise the bar on the programmes we fund, back, and promote.” Our report unpacks why issues persist. The common problems we found include: – Misaligned expectations: Many accelerators focus heavily on mentoring and workshops, whereas founders need investor and customer connections. – Duration mismatches: Most programmes last under six months, but founders in deep tech, health and regulated sectors need much longer runway to become investment-ready. – Short-term funding cycles: Stop-start grants disrupt mentorship, break community continuity and undermine the long-term trust essential for founder development. – Flawed impact measurement: Startup survival and funding secured are important, but this doesn’t capture long-term founder development or second-time success. A "failed" startup can produce a much stronger entrepreneur. Our recommendations include: – Establish standards and shared definitions for different programme types to bring clarity, comparability, and baseline quality to the sector. – Reform impact measurement to track long-term founder development, not just short-term startup outcomes or programme activities. – Move to longer-term, outcome-linked support, replacing stop-start grants with adaptable contracts that support iteration, trust, and planning. – Pilot demand-led funding vouchers to let public funding follow founder needs and reward high-performing programmes. We believe these reforms matter because founders need clarity, funders need accountability, and programmes need time and tools to improve. Done right, these changes could help ensure that public investment flows to the programmes that deliver the most value for founders and the UK economy.

I've written a Times (of London) column today on Keir Starmer's bold - and impressive - leadership on deploying AI throughout the British public sector. Within days of entering No10, he moved the conversation from AI “safety” to AI “opportunity.” Since then, his government has committed more than half a billion pounds to projects across health, education and planning. Starmer’s argument is refreshingly human: AI isn’t just about productivity. It’s about giving frontline workers — nurses, teachers, social workers, police officers — the “precious gift of time” by removing the dullest parts of their jobs and letting them focus on what matters most. The RCA has contributed to a UK House of Lords report 'AI and creative technology scaleups: less talk, more action', published today. The report highlights the urgent need for the UK to better support AI and creative technology startups in scaling up. It warns that, without action, the UK is at risk of becoming an ‘incubator economy’ - producing world-class innovation but failing to retain and grow successful businesses. The RCA advised that Higher Education institutions play a vital role in maintaining the UK’s world-leading innovation base and helping to commercialise research, however deriving the full suite of existing and potential benefits from this base requires a sustained, long-term and joined-up approach. 🤖 Data, what is it good for? Absolutely nothing... ...unless it is: discoverable, accessible and usable. Today, Startup Coalition is publishing a new paper detailing how startups - and by extension the UK's innovation economy - can maximise the opportunity of the National Data Library. We know that data is one of the three legs of the AI stool alongside compute and talent. Without it the whole thing falls over. The UK, with its deep public sector data pools should be well-positioned to exploit this advantage but as things stand datasets are often locked behind impenetrable gates, outdated and unreadable. The NDL could change this. As work continues while Ministers and Parliamentarians are away, we propose the NDL is built with a firm focus on: 🧹 Supporting Departments and ALBs clean up their datasets so that they are fit for use ensuring that, as far as possible, datasets are standardised, findable and complete. 🔑 Establish clear mandates and incentives to drive open data. This should include strengthening enforcement of open data principles, introducing a full TDM exemption and introducing secondary publishing rights, following the lead of many of our European neighbours. 🧱 Building mechanisms to create all new singing and dancing datasets to support a mission-led government. Without a unified mission data initiatives like these can flounder. The NDL should act as the research arm of the mission boards - corralling the data needed from right across government to deliver on their priorities. Time and again we have seen enormous breakthroughs emerge from experimentation and analysis of data. AI advances make this even more possible, something clearly recognised by Government in documents like it's Life Science Sector Plan. The UK Government AI playbook is a great and detailed document, and the set of 10 principles is also a useful starting point for organisations outside the public sector. As the first public body to release a gen-AI product for public use, Oak National Academy has intentionally baked the 10 principles into the features using AI.
