Christine Brewer of Brewer Public Affairs shares: 𝗕𝗿𝗲𝘄𝗲𝗿 𝗣𝘂𝗯𝗹𝗶𝗰 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗪𝗮𝘀𝗵𝗶𝗻𝗴𝘁𝗼𝗻 𝗦𝘁𝗮𝘁𝗲 𝗣𝗿𝗲-𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗥𝗲𝗽𝗼𝗿𝘁: 𝗙𝗼𝗰𝘂𝘀 𝗼𝗻 𝗥𝗲𝘃𝗲𝗻𝘂𝗲 With under eight weeks before the 60-day legislative session begins, focus on budget and revenue intensifies Washington State’s Economic & Revenue Forecast Council provided lawmakers with their last revenue forecast of the year on Tuesday, estimating that revenues coming into the state through the current biennium (2025-27) and next biennium (2027-29) would be overall $66 million less than was previously forecast in the September report. Although the forecast showed current biennium revenues $105 million higher than the September forecast, a roughly $390 million shortfall still exists in this biennium as lawmakers must confront the supplemental operating budget when session starts. The forecast further downgraded the next biennium estimate by another $185 million, leading to an overall four-year operating budget gap that the Washington Research Council calculates to be $1.7 billion though 2029. This is despite a record $9.4 billion revenue package adopted in 2025. As a result, the central topic of the 2026 session will be balancing the four-year budget period with either new revenue, spending cuts, or some mix of both. Although Governor Bob Ferguson has expressed skepticism toward new taxes, the Senate Democrats’ lead on revenue, Sen. Noel Frame (D-Seattle) has been forthright about interest in a 9.9% income tax on individuals’ adjusted gross annual income of $1 million or more. Other tax options circulating that were not advanced in 2025 include a 0.5% annual “wealth tax” on intangible assets above $50 million, and a payroll tax on larger employers with employees earning above the social security tax cut-off (currently $176,100). On the spending side, Senate Ways & Means Committee Chair June Robinson (D-Everett), has already e-mailed colleagues not to come forward with new spending asks in the next session. Kris has over 20 years’ experience in Washington governmental affairs and is the Executive Director of Washington Self-Insurers Association, which advocates for the legal and public policy interests of major Washington employers in the fields of workplace safety and workers' compensation. Prior to that he served as the General Counsel and Government Affairs Director for the Association of Washington Business. Kris got his JD from Notre Dame Law School, and a BA from Seattle University, and served as a Washington Supreme Court law clerk. He currently serves on several official state advisory committees for Workers’ Compensation, Employment Law, and Unemployment Insurance.
