After 30 years of climate COPs, COP30 in Belém, Brazil, marked a real turning point. Nearly 200 countries agreed on the “Belém Package”—29 decisions that reinforce the power of collective action even in a tense global climate. A standout achievement was adopting 59 voluntary adaptation indicators, giving governments and businesses a clearer path to align strategies and unlock new markets for climate resilience. The formal adoption of a Just Transition mechanism was another significant step, helping ensure the shift to clean technology and green jobs is more inclusive. However, COP30 also exposed ongoing gaps in climate finance and political will—especially around phasing out fossil fuels. Yet, leadership from Brazil, Latin America and emerging economies gave a boost of optimism, as did the vital roles played by business, local governments and civil society.
