A recent New York City pilot project moved fresh seafood from the Fulton Fish Market Cooperative at Hunts Point to the Tin Building by Jean-Georges in Lower Manhattan using freight ferries and cargo bikes, showing that zero-emission deliveries can be fast, reliable, and congestion-free. Government Technology cites our 2025 Urban Freight Lab report on The State of Zero-Emission Delivery in the U.S., highlighting that that freight emissions in the U.S. have grown five times faster than passenger vehicle emissions between 1990 and 2021, largely driven by freight trucks. New York Truck Voucher Incentive Program (NYTVIP) Funding Update NYTVIP is a first-come, first-served program that makes zero-emission vehicle and equipment purchases simpler and more affordable. As of January 2026, NYSERDA is no longer accepting new applications for Class 8 vehicles. The funding has been completely subscribed. Funding for Class 3-7 categories was previously completely subscribed. Should additional funding become available for Class 3-8 vehicles in the future, NYSERDA will re-open the application process and take new applications on a first-come, first-served basis. Funding for Non-Road Equipment is still available.
