  • Rural healthcare in America is at a pivotal moment. Earlier this year, the Centers for Medicare & Medicaid Services launched the multibillion-dollar Rural Health Transformation Program — one of the most significant federal investments in rural care delivery in decades. In a new Route Fifty op-ed, Principal Shawn Daugherty argues that its success depends on something often overlooked: reliable, affordable high-speed broadband. Connectivity is now fundamental to care delivery. Without it, rural patients and providers cannot access electronic health records, participate in telehealth, or use remote monitoring tools, limiting the very innovations the program is designed to advance. Shawn underscores that broadband access and digital literacy are essential determinants of health, and that investments in digital infrastructure must be integrated with rural healthcare strategy from the start. She points to proven models, including statewide digital equity plans and community-based digital navigator programs, that demonstrate how coordinated approaches can expand access and improve outcomes.     The national conversation on infrastructure often focuses on the “funding gap” — the delta between the cost of infrastructure projects and available public funds. However, there’s another gap that is just as consequential: the time gap created by lengthy and unpredictable permitting processes. These delays increase costs, undermine project feasibility, and discourage private capital from entering the market.   • The South San Francisco City Council has accepted the findings of the City’s Residential and Commercial Anti-Displacement Study and adopted the Anti-Displacement Roadmap. For over 18 months, HR&A collaborated with the City of South San Francisco and Kearns & West to develop strategies to mitigate residential and commercial displacement pressures. Through community engagement and in-depth analysis, the project produced an actionable roadmap (presented in English and Spanish) to help long-term residents and small businesses remain and thrive.  The Council's response reflected the impact of the roadmap. Council Member Coleman called it "incredible," praising the "actionable steps" for the city to undertake. Mayor Flores noted the roadmap "provided the technical data points for us to understand what is happening with our business owners we've had here for decades."     We're excited to officially announce the opening of HR&A's San Francisco Bay Area office! Earlier this month, we celebrated with clients, collaborators, and friends who have been instrumental to our work across the region. As we approach our 50th anniversary in 2026, we're proud to expand our presence in California, where our company was founded, and deepen our work shaping what's next for cities across the region.   • How big can a city be; and what does it take to thrive at scale? Senior Advisor Marilynn Davis explored this question while moderating a panel at the 10X Convergence in Jacksonville, Florida.    Joined by Benjamin McNeil (Swiss Re), Laura Edgecombe (Downtown Public Spaces), Benjamin Kennedy (The Kresge Foundation), and Frederick Jones, AICP, RSP1 (Haskell), the conversation focused on how rapidly growing cities can balance expansion, equity, and resilience, particularly in Jacksonville, the largest city by land area in the contiguous United States.    Panelists highlighted that a city’s success is best measured at the neighborhood level, where people live and build community.     Last month, HR&A Advisors and our partner Needs Map Global organized a study tour in Madrid, Spain, on behalf of the European Bank for Reconstruction and Development (EBRD) and the Ankara Metropolitan Municipality (Ankara Büyükşehir Belediyesi). As part of our ongoing Land Value Capture Opportunities Study, the visit explored how Madrid connects transit investment, urban regeneration, and land value capture through projects like Madrid Río Park, Madrid Nuevo Norte, and MetroSur. The delegation saw firsthand how well-designed public investments can unlock surrounding land value and align public and private incentives to finance infrastructure and community benefits. These insights will inform the next phase of our work, helping Ankara identify tools to make future metro investments more financially sustainable and socially equitable.
