About us
JARUS is a voluntary organisation comprised of members from National Aviation Authorities (NAAs), including the European Union Aviation Safety Agency (EASA) and the European Organisation for the Safety of Air Navigation (EUROCONTROL) supported by Standards Development Organisations (SDOs) and a wide range of experts from across the international aviation industry. JARUS currently has 72 member organisations, 70 countries as well as EASA and EUROCONTROL and our industry colleagues are represented through the Industry Stakeholders Body (ISB). Moreover, JARUS collaborates and cooperates with international stakeholders including ICAO, WFP, EUSPA, CANSO, ACI, and TIACA. JARUS is currently led by Chair Giovanni Di Antonio (Italy) and Vice-Chair Catalin Radu (Kazakhstan). The ISB is currently led by Chair John Scull Walker (The Padina Group) and Vice-Chair Julie Garland (Avtrain).

The first JARUS Plenary Meeting of 2025 met from the 5th – 9th May in Brussels at EUROCONTROL, bringing together regulators and industry experts from across the globe to continue the JARUS mission of advancing and harmonizing regulations for unmanned aircraft systems. Building on the outcomes of the second plenary meeting of 2024 in Vienna, the week was highlighted by strong engagement and collaboration across the JARUS working groups. The JARUS plenary welcomed guest speeches and updates from Tânia Cardoso Simões – Director European Green Sky at EUROCONTROL, Christine Berg of the EU Commission, Rachel Daeschler – EASA - European Union Aviation Safety Agency Certification Director, Eduardo García – Senior Manager Future Skies at CANSO, Glyn H. – Director General of The International Air Cargo Association TIACA, Frédéric Malaud, ATPL – International Civil Aviation Organization RPAS Section Chief and Yves Morier representing the Flight Safety Foundation. The JARUS plenary voted on several important personnel decisions throughout the week: Confirmation voting for Joerg Dittrich to continue his position as Lead of Working Group Safety Risk Management (WG-SRM). Confirmation voting for Edwin Purnell MSc MRAeS AMCIEHF who takes over the position as Lead of Working Group Operations, Organisation & Personnel (WG-OOP) from Zia Meer who led the working group since 2019. Election vote for Michael Shedden as Secretary General. JARUS would like to thank our excellent hosts EUROCONTROL, in particular Munish Khurana and everyone that was involved in making the first JARUS Plenary Meeting of 2025 an enjoyable and productive week. The second plenary of 2025 will be virtual only and is provisionally scheduled for the 26th and 27th November 15:00 – 18:00 CET. More details and updates to follow.

The 2nd 2024 JARUS Plenary Meeting in Vienna convened global aviation leaders to advance the harmonization of regulations for unmanned aircraft systems (UAS). Key outcomes included: 1. Long standing coordination and collaboration with ICAO on unmanned aviation regulations. 2. Partnerships with the World Food Programme (WFP) to support humanitarian missions. 3. Engagement with EUSPA to enhance safe UAS operations. 4. Approval of Annex H 2.5 and advancements in SORA 3.0. 5. Proposals to align CS-UAS standards with ICAO Annex 8 and updates to AMC RPAS.1309 to address scenarios like high-altitude platform systems (HAPS) and multi-system operations. 6. Developed operational manual guidance for Category B Remote Pilot Certification (RPC) 7. Strategic discussions on the missions and priorities of JARUS in the future.
