Today marked the launch event of the WJP Rule of Law Index, and I feel honored to have contributed to its development from the Venezuelan perspective. As a Venezuelan, I am frequently asked, "What happened to Venezuela?" One of my responses is that civil society has lost ground. The 2025 Index reveals an alarming reduction of civil society spaces worldwide by more than 70%. This trend is concerning and reflects broader issues. Additionally, we have noted that the apparent improvements in the rule of law during the COVID-19 pandemic were circumstantial; criminal actors continued their activities unabated. The resurgence of crises in democracy, the rule of law, and justice post-pandemic further underscores this reality. En el contexto de Colombia y Venezuela, estas medidas no solo buscan congelar activos o restringir transacciones financieras; también pretenden desmantelar estructuras criminales que operan bajo esquemas híbridos entre economías formales e ilícitas, erosionando la gobernanza y debilitando el Estado de derecho. Las sanciones, cuando se aplican de forma coordinada, transparente y sustentada en evidencia, pueden generar efectos disuasivos tangibles: Limitan el acceso de redes criminales a mecanismos financieros internacionales. Incentivan la cooperación entre gobiernos, instituciones multilaterales y el sector privado. Promueven reformas de cumplimiento (compliance) que fortalecen la resiliencia institucional frente al #lavado de #activos y la #corrupción.
