On Tuesday, Dec. 2, we celebrated the grand opening of Julia West House in downtown Portland. This new development offers 89 fully furnished, permanent homes for individuals transitioning out of homelessness. The project is reducing homelessness among older adults by providing affordable housing with supportive services. The project is funded through Oregon Housing & Community Services (OHCS) and Metro Supportive Housing Services dollars. Services will be provided by Northwest Pilot Project, Inc. and the Community of Positive Aging, helping older adults overcome isolation. Another 20 units are dedicated to individuals in recovery in partnership with Native American Rehabilitation Association of the Northwest, Inc. (NARA). Residents have already begun moving in! The voter-approved Supportive Housing Services measure has helped thousands of people find permanent housing and stability. Thanks to the measure, more than 2,000 people left homelessness for permanent housing in Multnomah County in last year alone. Cori and April both live in Meridian Gardens, a Central City Concern housing program made possible thanks to the Supportive Housing Services Measure. It offers permanent housing and on-site services, all tailored for people in recovery who are leaving homelessness.

On Veterans Day, Multnomah County and our partners celebrated the soon-to-open Thayer Family Foundation Veterans Shelter. When it opens this winter, it will provide 24/7 shelter to veterans experiencing homelessness and recovering from substance use disorder. Do Good Multnomah will provide on-site services that will support and long-term stability to the folks staying there.

Great news for families! Multnomah County’s Preschool for All (PFA) program is beginning its 2025 mid-year application period, adding hundreds of new, tuition-free preschool seats for the 2025-26 school year. This expansion adds over 240 new PFA seats, bringing the total to more than 3,800 tuition-free spots available for our community's youngest learners. Starting Monday, Nov. 3, 2025, families can apply for these newly-available spots through the PFA family application. This expansion includes both brand-new providers joining the program and current partners adding more PFA seats. Our Preschool for All Facilities Fund helps business owners and school districts build new classrooms so that we can serve more kids. So far, $25 million has been awarded in grants and loans to dozens of sites. Check out this recent project from Bramske Studio Architecture, who helped Richmond Learning Academy completely replace a property and bring it up to current code and daycare licensing standards! This transformation resulted in 40 brand new preschool seats that previously didn't exist in our community.
