Overlook is an early-stage venture capital firm investing in and supporting founders, ahead of product-market fit, at the intersection of risk, data & technology. Rooted in San Francisco, we support builders reimagining how the world measures, manages, and monetizes risk. We use a risk management lens to spot opportunity across structured and frontier domains—from operational and compliance infrastructure to autonomous and decentralized systems, security platforms etc. Our check size ranges from $100k to $1M. We prefer to lead or co-lead rounds at the any Seed stage, but can also participate as an angel in rounds with an existing lead. With deep expertise in risk transfer, financial services, and their adjacent fields, we bring a global perspective to our specialized approach.

    The most predictable crisis in America is one we’ve failed to insure against: 𝗮𝗴𝗶𝗻𝗴. 🧓🏽👵🏽 By 2035, older adults will outnumber children in the U.S. for the first time in history. We are staring at a demographic reset that will fundamentally reshape risk, capital, and care. The Great Aging Risk Reset with staggering numbers: ▪️ Today, the median annual cost for assisted living is around $70,000. ▪️ A private nursing home room averages $128,000/year. ▪️ With LTC cost inflation running at ~2.3% annually, these figures could swell to $110,000–$160,000 by 2045. ▪️ Demand for caregivers is projected to rise 45% by 2035, straining both workforce and family budgets. Insurance? It was designed for the risks of yesterday, not for decades-long caregiving. Most long-term care policies exclude the very services families now depend on. Premiums keep climbing, coverage keeps shrinking. The result: a widening protection gap that eats into savings, strains Medicaid, and reshuffles intergenerational wealth transfer. 📊 Aging is no longer just a “social issue.” We have to look at it from a different perspective: ➡️ A macro risk market with trillions in costs at stake. ➡️ A capital market opportunity for innovators building new financing and insurance products. ➡️ A systemic challenge that touches insurers, governments, employers, and families alike.     ⚠️ Insurance was built for humans making mistakes. What happens when it’s the machines? AI has lived in the digital world — underwriting, fraud detection, chatbots. But now it’s stepping into the physical world: 🚛 Self-driving trucks 🚁 Drone fleets 📦 Warehouse robots 🏥 Surgical assistants This is an entirely new category of risk. Because when machines act in the real world: ⚡ Liability chains blur — Who’s responsible: the owner, operator, developer, or the AI itself? 📊 Data firehoses overwhelm — Every action is logged, but turning telemetry into reliable pricing is unsolved. ⏱ Risk changes overnight — A single software update can alter the behavior of thousands of machines at once. Think about autonomous trucking: One algorithmic misstep on a highway could ripple across claims, supply chains, and courts. Or domestic robots: A machine that cares for children or elders doesn’t fit under “home insurance” — it needs human-robot interaction coverage. Since Russia’s invasion of Ukraine, Europe has faced energy scarcity that forced coal plants back online, threatening both the economy and climate goals. What used to be a cheap, reliable input is now a volatile risk factor with ripple effects across inflation, supply chains, and national security. Here’s the reality: 💰 Price Risk → Volatile fuel costs drive inflation and squeeze margins. 🌍 Transition Risk → Governments push decarbonization while companies juggle short-term survival vs. long-term goals. 🖥️ Systemic Risk → Cyberattacks on energy infrastructure could cause cascading failures far beyond utilities.     Some risks are getting too big, too fast, and too entangled for private capital to touch... When that happens, governments step in, but who steps out? Risk has an unspoken rule: If a risk is too large, too correlated, or too unpredictable, the public sector becomes the insurer of last resort. We’ve seen it before: 🌪 Flood programs (NFIP) 🏥 Healthcare backstops (Medicare, Medicaid) 📉 Financial crisis bailouts (TARP) But the next wave looks nothing like the old disasters: 🧠 Cognitive manipulation events: AI-driven deepfake and synthetic media campaigns destabilizing markets, elections, or entire industries overnight. ⚡ Grid-scale AI failures: Autonomous control systems for energy, transportation, or manufacturing making catastrophic, real-time errors. 🤖 AI-driven systemic failures: Cascading breakdowns when interconnected AI systems amplify each other’s mistakes across finance, health, and supply chains. The challenge? When the state steps in to cover losses from these events, the private sector’s role will shift: - Some carriers will exit the market entirely - Others will pivot to supplemental, excess, or hyper-specialized layers - Risk innovation will shift from pricing to orchestration; managing claims, compliance, and recovery at national scale For startups, this is both a threat and an opening.     💡 Did you know America once ran on “private money”? In the 1800s, America ran on private money. Local banks issued notes; some backed by real reserves, many backed by nothing but promises. Trust was everything. 🏦 Fast forward to the 2020s: Stablecoins are our new free banking. Digital currencies outside central banks that live or die on transparency, reserves, and audits. Now in 2024, the GENIUS Act marks a turning point. Regulation is pushing stablecoins into a reserve-backed, fiat-like model, just as free banking once evolved into modern national currencies. This isn’t just a crypto experiment. Free banking taught us a lesson: money only works if people believe it’s backed by something real. And just as banknotes evolved into national currencies, stablecoins may be less of a “crypto experiment” and more of a next chapter in the design of money. History doesn’t just repeat itself.
