  • Our Government Affairs team met with Councilman Edward Mungia and Bryan Gervais for a conversation on District 4, economic development, and the recent election cycle. Councilman Mungia shared his journey from serving the district to becoming its voice in office, and highlighted priorities like strengthening the City’s general fund and improving sidewalks and infrastructure. Dr. Gervais provided key election insights, including higher voter turnout and polling that aligned closely with final results. This important gathering brought together the leaders shaping San Antonio’s core public institutions for a first-of-its-kind conversation on leadership, collaboration, and our city’s future. This panel represented several historic firsts for San Antonio: - The first time three women simultaneously serve as Board Chairs of CPS Energy, SAWS, and VIA. - The first time all three CEOs of these major public institutions are Hispanic leaders. - The first time these six leaders, and their moderator, share one stage together.   • San Antonio is strengthened by leaders whose work shapes policy, safeguards natural resources, and advances community well-being. Dr. Francine Romero, CPS Energy Board Chair, is one of those leaders. A longtime professor and Department Chair in Public Administration at UTSA, Dr. Romero’s teaching and scholarship have centered on civil rights, land use, public policy, and civic engagement. Her leadership extends far beyond the classroom through decades of service on key City of San Antonio boards, including the Planning Commission, Zoning Commission, Charter Review Commission, and the Conservation Advisory Board, where she helps guide land conservation efforts that protect our region’s primary water source. Appointed to the CPS Energy Board in 2021 and elected Board Chair in 2025, she now helps lead the governance of the nation’s largest municipally owned gas and electric utility. She currently serves as Director of Corporate Responsibility at USAA, where she leads initiatives that expand economic mobility for underserved, veteran, and military spouse communities. Her service extends across Texas as a Texas Lyceum Executive Committee Director and through numerous civic and advisory roles over the past two decades. Previously recognized with the San Antonio Business Journal’s “40 Under 40” and Women’s Leadership Award, Laura has held influential roles in government relations, small business mentorship, and nonprofit leadership,all grounded in her dedication to strengthening families, neighborhoods, and economic opportunity.
