Generally, the debate exists between two policies: carbon tax or carbon trading. The victor has not been determined due to the fact that both of these policies contain inherent benefits and drawbacks.

Jusqu’à présent, aucune ne l’a emporté sur l’autre car ces deux politiques ont chacune des avantages et des inconvénients intrinsèques. De ce fait, j'ai créé une politique innovatrice qui est un hybride entre une taxe sur les émissions de CO2 et une politique de carbone-trading, Elle vise à conserver les avantages de ces systèmes tout en les débarrassant de certains de leurs inconvénients.
