Empowering Rural America: The Essential Role of the USDA Rural Utilities Service, Water and Environmental Programs

USDA Rural Development knows clean water and effective waste disposal are crucial for rural America.

That's why we proactively prioritize it for rural America through our Rural Utilities Service, Water and Environmental Programs (WEP).

WEP provides both construction and technical assistance funding to develop and modernize drinking water and waste disposal systems, including wastewater, solid waste, and storm drainage facilities.

"The Water and Environmental Programs play a pivotal role in revitalizing rural America, attracting businesses, retaining residents, and elevating the quality of life.," said Rural Utilities Service Assistant Administrator Michele Brooks. "Without access to these essential services, farmers, ranchers, and small communities struggle to thrive, ultimately hindering growth and well-being."

WEP's portfolio of programs focuses on the water and waste disposal infrastructure needs of rural communities with populations of 10,000 or fewer, ensuring even the smallest towns aren't left behind.

"Especially as we combat things like natural disasters and forever chemicals, every drop of clean water is a step toward a healthier and more vibrant community," said Brooks. "This initiative is more than just pipes and pumps; it is about building a foundation for economic growth and enhancing public health in areas that need it most.”

Capital funding is just one piece of the puzzle. WEP also invests in organizations that provide vital technical assistance and training to empower communities. This approach helps ensure that once facilities are built, residents have the knowledge and skills to manage and maintain them effectively.

"This partnership showcases the achievements possible when federal resources and grassroots knowledge unite to serve the heart of rural America,” said Brooks. "The hands-on technical assistance and training enables us to manage our resources more effectively and sustainably, creating lasting change."

USDA Rural Development's WEP goes beyond just building infrastructure. It's about investing in the future of rural America by focusing on health and economic vitality, which will pave the way for a brighter and more sustainable tomorrow for these communities.

"When we invest in our rural communities, we invest in the heart of America," said Brooks. "Clean, safe drinking water isn't just a commodity; it's fundamental to daily life.”
