DSS led a multi-agency, international investigation into a sophisticated visa fraud scheme targeting individuals across Latin America and the Caribbean. Criminals used fraudulent websites and social media to offer fake U.S. work visas, impersonate U.S. officials, and present counterfeit government documents. Since July 2022, DSS has interviewed over 800 victims and identified more than 7,000 additional victims, with confirmed losses exceeding $1 million. DSS, in partnership with USAID/OIG, HSI, and international law enforcement, indicted six ringleaders in the Southern District of Florida for racketeering, visa fraud, money laundering, and conspiracy. DSS protects the integrity of the U.S. visa process and supports victims of fraud. DSS special agents and criminal investigators at the U.S. Embassy in Phnom Penh, working alongside Federal Bureau of Investigation (FBI) and Cambodian law enforcement, located and arrested an American fugitive wanted in the United States for possession of child pornography. The fugitive was returned to the U.S. in the custody of United States Marshals Service. This successful operation underscores the strength of our bilateral law enforcement partnership and our shared commitment to justice. Cambodia will not serve as a haven for fugitives. Together, we are making our communities safer and sending a clear message: those who attempt to evade justice will be found and held accountable.

Justice served! DSS and our Peruvian National Police partners continue to dismantle transnational fraud networks that target Spanish-speakers in the U.S. DSS helped locate, capture, and extradite Carla Magaly Alcedo Mendoza, who managed a network of Peruvian call centers exploiting thousands. DSS recently worked with Policía Nacional del Perú to extradite fugitive David Cornejo, who was sentenced in Florida to over six years in prison and ordered to pay $3M in restitution for his role in the scheme.
