$500 Million in Grant Funding Apply by 12/5 Here are the main points: 📅 Key Dates Application Deadline: December 5, 2025, 5:00 PM ET Funding Selection Date: December 18, 2025 Award Date: No later than February 28, 2026 - distribution within 45 calendar days FY 2026 ✅ Only the 11 states hosting FIFA World Cup events plus the National Capital Region are eligible to receive the first $250M. FY 2027 The remaining $250M is open to all states and territories. Preference for use cases supporting: 🔴 FIFA World Cup 2026 ⚪️ America 250 Year Anniversary Events 🔵 NSSE, SEAR 1 or SEAR 2 Events ✅Primary Applicants Only State Administrative Agencies (SAA)—one per state/territory may apply ✔️ Eligible Sub-recipients Local, county, tribal, and territorial public-safety agencies may receive funds through their SAA. ⚡ Mitigation Authority (Kinetic or Non-Kinetic) State/local agencies CANNOT independently perform C-UAS mitigation (e.g., jamming, cyber takeover, drone interception). ⚡ Mitigation operations are only permitted when: SLTT officers are federally deputized through Joint Terrorism Task Force, AND Officers have completed training at the FBI National Counter – Unmanned Aircraft Systems Training Center. 👮 Authority of State & Local Law Enforcement if not acting as JTTF: They may legally detect, track, and identify UAS so long as... Last week, I was part of a delegation of UAS program managers that traveled to Taiwan to evaluate the National Fire Agency’s (Ministry of the Interior) UAS program. I was honored to be the team leader of an incredible team, including Jason Burnside, Cole Lindsay, Rich Gatanis, and Michael Pavone. We were selected for our collective depth of knowledge in program development, standards, policy, aviation, and our extensive experience across all phases of UAS emergency response and operations. During our visit, we had the unique opportunity to share emerging innovations in UAS applications for Ocean Rescue, Hazardous Materials, Wildfire, Disaster Response, Flood Response, and to introduce the NIST standard test methods for UAS. Over the course of the week, we examined all facets of their national UAS program and will be providing the Director General and his leadership team with our consolidated observations and recommendations as they prepare to scale their capabilities. Our team visited multiple fire stations and spent two days at their outstanding central training facility, truly a gem of the Pacific, where we engaged with both volunteer and career personnel. We conducted a comprehensive SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) to gain a deeper understanding of every component of their program. The Director General and his talented staff demonstrated exceptional vision in hosting us. Their patience, openness, and trust in our team were genuinely inspiring as we immersed ourselves in their system. Too often in public safety, we operate in “cylinders of excellence,” which can hinder collective advancement and improvement. Our Taiwanese partners have built an impressive program supported by remarkably dedicated and professional fire service pilots, and it was an honor to collaborate with them. Thank you to our Scappoose board president for his and the district support, and the chiefs of Austin Fire Department, Boston Fire Department, South Manatee Fire, and Rockaway Beach Fire for sharing their staff for this important exchange. Thanks to Adam Jacoff, Tom Haus and David Danielson and the National Institute of Standards and Technology (NIST) team for their support in this project. A special thanks for DRONERESPONDERS who supported our trip and their efforts for public safety. Finally, none of this would have been possible without the leadership and support of Spirit of America and their exceptional staff.
