About us

The Southern African Development Community (SADC) Secretariat is the principal executive institution of SADC and it is responsible for the strategic planning, coordination, and management of SADC programmes. It is also responsible for the implementation of decisions of SADC policy and institutions such as the Summit, the Troikas and Council of Ministers. It is headed by an Executive Secretary and has its headquarters in Gaborone, Botswana. The Secretariat is guided by the Institutional Vision and Mission. Established in 1992, SADC is committed to Regional Integration and poverty eradication in Southern Africa. It comprises of 16 Member States; Angola, Botswana, Union of Comoros, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe.

Magosi held a courtesy meeting today, 22 January 2026 with the Minister of Foreign Affairs and the Diaspora of the Republic of Seychelles, H.E. Mr. Barry Faure, ahead of his scheduled courtesy call on H.E. Dr. Patrick Herminie on 23 January 2026. During the meeting, H. E. Mr. Magosi explained that the engagement formed part of SADC’s established practice of engaging national leadership to brief Member States on the Community’s mandate and regional priorities, exchange views on national development priorities, and identify areas where SADC working with International Cooperating Partners can provide targeted support. Discussions focused on regional integration, peace and security, with emphasis on stability as a foundation for sustainable development, economic growth, and deeper regional cooperation. In this context, the Executive Secretary shared insights from his recent engagement with the leadership of Madagascar, particularly on issues relating to peace and stability. Minister Faure welcomed the visit and highlighted Seychelles’ appreciation of its membership in the SADC Community. He acknowledged SADC’s role in observing the country’s recent elections and confirmed that the report of the SADC Election Observation Mission has been formally submitted to the Government of Seychelles. He further confirmed that outstanding financial matters relating to Seychelles’ contributions to the SAMIDRC Mission have been resolved, paving the way for Seychelles’ full participation in future SADC activities. Additional areas of discussion included Seychelles’ interest in the UN Multidimensional Vulnerability Index (MVI) as a tool to better reflect the structural vulnerabilities faced by small island developing states and to improve access to concessional financing. The meeting also addressed enhanced maritime cooperation, sustainable and resilient energy solutions for island states, and continued regional and international support for the ongoing transition process in Madagascar. The Minister further indicated that Seychelles will host the SADC Parliamentary Forum in June 2026, expressing hope that the Forum will, in due course, evolve into a SADC Parliament. The Executive Secretary also highlighted the importance of industrialisation through regional value chains, agro-processing to enhance food security and employment, expanded intra-regional trade, and the establishment of a regional energy market to strengthen energy security across Member States, including island economies. He further encouraged Member States to ratify the SADC Regional Development Fund (RDF), noting that innovative financing mechanisms are being pursued to mobilise resources for regional development priorities.

Magosi, on 20 January 2026, paid a courtesy call on H.E. Col. Michael Randrianirina, President of the Refoundation of the Republic of Madagascar, at the Presidential Office in Antananarivo. The meeting reaffirmed SADC’s continued engagement with Madagascar and focused on key regional priorities, including regional integration, infrastructure development, climate change, peace and security, and economic transformation. The Executive Secretary underscored the importance of mobilising sustainable resources for development and highlighted the SADC Regional Development Fund (RDF) as a critical instrument to support infrastructure development and regional programmes. He encouraged Member States to accelerate ratification of the RDF Agreement to enable its implementation. Discussions further addressed the need to strengthen regional industrialisation by promoting value addition, developing regional value chains, and enhancing intra-regional trade. Climate change was also highlighted as a pressing challenge requiring coordinated regional responses and sustainable solutions. The Executive Secretary and the President exchanged views on Madagascar’s national transition, including the ongoing inclusive national dialogue process aimed at constitutional reforms and the organisation of future elections. H. E. President Randrianirina reaffirmed Madagascar’s commitment to the principles and objectives of SADC, regional peace and security, and assured that the report requested by the #SADC Summit would be submitted by end February 2026. H.E. President Randrianirina assured the Executive Secretary that electoral reform remains a priority. He noted that while Parliament is currently functioning as a unicameral legislature, decisions on institutional reforms will be guided by the outcomes of the national dialogue process. #SADC reiterated its readiness to support Madagascar as a valued Member State as it advances towards peace, stability, constitutional order, and inclusive development. Magosi, today the 20th January 2026 paid a courtesy visit on the Acting Minister of Foreign Affairs and substantive Minister of National Defence of the Republic of Madagascar, General Maminirina Eli RAZAFITOMBO in Antananarivo, ahead of his official engagement with H.E. Col. Michael Randrianirina, President of the Refoundation of the Republic of Madagascar. The meeting reaffirmed Madagascar’s appreciation for SADC’s balanced and principled approach to the country’s political situation, as well as its continued commitment to the Community. Discussions focused on the ongoing transitional governance process, efforts to restore stability, and progress in addressing water and energy challenges, despite constraints posed by ageing infrastructure. The Government reaffirmed that Madagascar’s responsibilities and obligations to SADC remain unchanged, expressing hope that the Community understands the circumstances that led the country to step aside from the SADC Chair, and appealed for continued SADC support and solidarity when required. The Executive Secretary welcomed the prevailing peace and stability, commended the Government’s efforts, and reaffirmed SADC’s readiness to support Madagascar’s priorities, including infrastructure development, regional integration, and peace and security. Issues relating to AU sanctions, SADC Summit decisions of 17 December, and the SADC Regional Development Fund (RDF) were also discussed. SADC reiterated that Madagascar remains a valued and committed Member State, as the country advances towards constitutional reforms and elected leadership.   • PRESS RELEASE #SADC in collaboration with the Government of the Kingdom of Eswatini and with support from the UK Met Office’s WISER Programme, will convene the Thirty-Second Southern Africa Climate Outlook Forum (SARCOF-32) and the Climate Experts Meeting (CEM) in Mbabane, Eswatini, from 26-30 January 2026. These high-level regional engagements aim to strengthen collaboration among SADC Member States in climate monitoring, forecasting, and early warning, while enhancing preparedness, response, and resilience to weather- and climate-related hazards across Southern Africa. Through the SADC Climate Services Centre (SADC-CSC), the region continues to generate and disseminate critical meteorological and hydro-meteorological products that support informed decision-making in key climate-sensitive sectors such as agriculture, water, health, energy, and disaster risk reduction. Chaired by Her Honour Dr. Jane Ansah, First Vice President of the Republic of #Malawi, and representing President Prof. Arthur Peter Mutharika, President of the Republic of Malawi and Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, the Summit reviewed and cleared the Mission’s report. The report will be presented to the #SADC Extraordinary Summit of Heads of State and Government later this week. The SADC Organ Troika, comprising Malawi (Chair), the United Republic of Tanzania (Incoming Chair), and Kingdom of Eswatini (Outgoing Chair), reaffirmed its strong commitment to promoting peace, security, and stability in the region. The leaders emphasised the importance of solidarity and collective action in supporting Madagascar’s efforts to restore calm and stability. The United Republic of Tanzania was represented by H.E. Amb. Dr. Emmanuel Nchimbi, Vice President, while the Kingdom of Eswatini was represented by Hon. Senator Pholile Shakantu, Minister of Foreign Affairs and International Cooperation. Magosi has called for renewed commitment to service excellence across all levels of society. Speaking at the Service Bridges Consulting (SBC) 18th Annual Diamond Service Awards in Gaborone, Botswana, on 27 November 2025, H.E. Magosi emphasised that excellence is deeply rooted in African culture and identity. He highlighted that from family and community traditions to business, governance, and global engagement, service has long defined African identity. “Excellence does not shout. It smiles, it serves, it uplifts, and it reassures,” he affirmed, reminding attendees that true excellence is lived rather than proclaimed. The SADC Executive Secretary further underscored the growing importance of the customer experience market across Africa, noting that it was valued at USD 639.7 million in 2023 and is projected to grow at 16.1% through 2030. He spotlighted South Africa’s outsourcing sector, which has outperformed offshore benchmarks by 18 percent, positioning the continent as a competitive force in global service delivery. While acknowledging persistent challenges, he urged Africa to seize the moment and reposition itself as a hub of excellence on the world stage. The meeting took place on 26 November 2025 at the #SADC Secretariat Headquarters in Gaborone, Botswana. During the visit, Amb. Tigharghar formally presented his letters of credence to the #SADC Executive Secretary, marking an important milestone in #SADC-Algeria relations. Having previously presented his credentials to the Government of the Republic of Botswana in December 2024, Amb. Tigharghar becomes the first Algerian Ambassador to Botswana accredited to #SADC a historic step that opens new avenues for cooperation. This engagement follows an initial meeting held in July 2025, where both sides expressed a strong commitment to expanding collaboration in strategic areas. The discussions confirmed the shared ambition to leverage the African Continental Free Trade Area (AfCFTA) to deepen economic ties, enhance regional integration, and promote sustainable development across the African continent. #SADC and Algeria look forward to building on this renewed partnership to advance prosperity and solidarity among African nations. Supported by the German Government through GIZ’s SNRL Programme, the meeting aimed to gather technical guidance before these initiatives are submitted to the SADC Council in March 2026. The meeting reviewed key areas including: ✅Rationalisation of SADC Council Decisions to improve institutional efficiency. ✅Operationalisation of the Non-State Actors’ Engagement Mechanism. ✅Assessment of the SADC National Committees Peer Learning and Review Mechanism. ✅Review of guidelines and the Model Law on SADC National Committees. Senior Officials from 15 SADC Member States participated, including Angola, Botswana, DRC, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia, and Zimbabwe.
