The Civil Aviation Authority of Singapore (CAAS) is a statutory board under the Ministry of Transport. It provides air navigation services in the Singapore Flight Information Region. It represents the government of Singapore in the negotiation of air services agreements as well as advises on matters related to civil aviation. The organisation regulates and spearheads the development of civil aviation and plays a key role in making Singapore a global air hub.

  • Global aviation is growing strongly and as we seize opportunities for growth, the recent spate of serious aviation safety incidents around the world is a timely reminder that we must stay vigilant and not take safety for granted. To strengthen #AviationSafety and sustain safe operations of our air hub, we have set out 45 actions to be taken over the next three years as part of the new National Aviation Safety Plan (NASP). The NASP is a call to action, for the Singapore aviation sector – aviation companies and personnel – along with other government agencies and international partners to work together and review the operating environment, identify safety risks, and take coordinated actions to address them.   • Singapore and Latin America are strengthening our longstanding partnership in civil aviation training to support aviation growth and advance international civil aviation standards. ✈️ CAAS has signed a Memorandum of Understanding (MOU) with the Latin American Civil Aviation Commission (LACAC), which comprises 22 Latin American Member States, to expand training and capacity building cooperation in civil aviation within the Latin American region. Over the last 27 years, CAAS has given out close to 170 fellowships and through Singapore Aviation Academy (SAA), we have trained over 1,250 Latin American aviation professionals in both Singapore and the Latin American region. CAAS and SAA remain committed to strengthening #AviationTraining collaboration and supporting the growth of professionals across LACAC Member States.   • With growing connectivity needs and numerous beneficial applications, Advanced Air Mobility (AAM) is set to transform the way we work, move, and live. To unlock the full potential of AAM technology to benefit our societies, collaboration amongst regulators and between regulators and industry will be crucial. Recently, CAAS Chief Technology Officer and Senior Director (Unmanned Systems Group), Mr Kah Han Tan joined a panel of distinguished aviation leaders at the Advanced Air Mobility International Conference in Shanghai, organised by the Royal Aeronautical Society China . In the spirit of knowledge exchange and building collective wisdom to accelerate the safe and successful integration of AAM in our respective communities, Mr Tan shared Singapore’s unique approach to enabling developments in AAM. He also highlighted the collaborative effort across the Asia-Pacific region to develop the Asia-Pacific Reference Materials for Regulators to Facilitate AAM Operations – a resource developed with valuable inputs from the AAM industry across the region. CAAS is grateful for the opportunity to be part of this conference.   • Decarbonising the Singapore aviation sector remains a priority for CAAS. As part of our efforts to reduce domestic aviation emissions from airport operations by 20% from 2019 levels in 2030, CAAS has been supporting airport stakeholders in their trials on the use of renewable diesel for heavy and specialised airside vehicles at Changi Airport through the CAAS Aviation Development Fund. One recent example is Changi Airport Group’s ongoing trials using 50% and 100% renewable diesel blends in their heavy vehicles and specialised equipment.   • Aviation is expected to grow strongly in the coming years, presenting tremendous opportunities and challenges. On 25 July 2025, the Singapore aviation research community and industry professionals came together to discuss how research and innovation could power the growth of the Singapore aviation sector at the Singapore Aviation Research Technical Exchange Day 2025. From cutting-edge airspace-to-apron analytics to cloud-based regional collaboration platforms and AI-powered speech recognition for air traffic control, the gathering showcased many solutions that demonstrated the breadth and depth of innovation capabilities in the Singapore ecosystem. Addressing the research community and industry professionals at the event, Director-General of CAAS, Mr Han Kok Juan, said that research and innovation are critical for the growth of the Singapore aviation sector, and stronger collaboration amongst researchers and with industry is needed to turn great ideas into real-world applications and achieve quantum leaps in performance. Congratulations to Singapore University of Technology and Design (SUTD), MITRE and A*STAR - Agency for Science, Technology and Research on a successful event to strengthen partnership between the aviation and research communities.     Tackling global aviation challenges is a collective effort. ✈️ From 2-3 August 2025, 16 Directors-General of Civil Aviation (DGCAs) and senior government officials gathered for the 12th International Civil Aviation Organization (ICAO) – Singapore Aviation Academy (SAA) Directors-General of Civil Aviation (DGCAs) Programme on Aviation Safety in Sendai, Japan. This executive-level programme serves as a vital platform to foster experience-sharing on managing challenges and emerging issues in aviation safety. The DGCAs had an open discussion on the international civil aviation safety system and its principles as well as States’ responsibilities and obligations under the Chicago Convention. The participants shared that through the programme, they have gained quality, practical insights from leading subject matter experts which are useful for continuous improvements in their organisation. They were also excited to bring back valuable lessons learned – sparking change, fostering collaboration, and ensuring future readiness! Singapore is honoured to collaborate with International Civil Aviation Organization on this programme and is committed to doing more through training and knowledge sharing. The next ICAO-SAA DGCAs Programme on Aviation Safety and ICAO-SAA DGCAs Programme on Aviation Security will be held in Montreal on 20-21 September 2025 and we look forward to another fruitful session with fellow DGCAs!
