The Pacific Aviation Safety Office (PASO) is an international organisation providing quality aviation safety and security service for Member States in the Pacific. PASO is the sole international organisation responsible for regional regulatory aviation safety oversight service for the 10 Pacific States who are signatories to the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST). The current PICASST signatories are the Pacific nations of Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. Associate Members of PASO are Australia, Fiji and New Zealand. Government representatives from these nations make up the PASO Council.

PASO Welcomes Mr. Tyron Lam as Head of Regulatory Oversight and Support Services Port Vila, Vanuatu – The Pacific Aviation Safety Office (PASO) is pleased to announce the appointment of Mr. Tyron Lam as the organisation’s new Head of Regulatory Oversight and Support Services, effective 4 August 2025. Mr. Lam brings 19 years of aviation experience spanning both the public and private sectors. In Samoa, he served with the Civil Aviation Division of the Ministry of Works, Transport and Infrastructure (MWTI) and the Airport Authority, beginning his career in air traffic management, quality assurance before progressing to Manager Aeronautical Services. In this leadership role, he was responsible for Air Traffic Services, Telecommunications, Aerodrome Operations, and Information Technology. In the private sector, Mr. Lam contributed to aviation ground handling and VVIP airport services with VIPLANE, delivering operational support for high-profile clients and complex airport operations. Tyron’s unique combination of regulatory oversight experience and operational leadership will be instrumental in advancing PASO’s mission to ensure safe, secure, and efficient air transport across the Pacific region.

Building a More Resilient Regulatory Oversight System for the Pacific Island Member States – ICAO Asia Pacific Regional Training Symposium PASO joined over 400 aviation leaders, academics, training experts, HR professionals, industry partners, and youth representatives from across the Asia Pacific and beyond who gathered in Singapore for the inaugural ICAO Asia Pacific Regional Training Symposium on 16–17 July 2025. Jointly hosted by the International Civil Aviation Organization (ICAO) and the Civil Aviation Authority of Singapore (CAAS), the Symposium was officially opened by Ms Sun Xueling, Singapore’s Senior Minister of State for Transport and National Development, and Mr Juan Carlos Salazar, ICAO Secretary General. This event marked a key milestone under the ICAO Asia Pacific Regional Training Cooperation Framework (RTCF), established in 2024 to foster collaboration between civil aviation authorities, training organizations, and industry stakeholders. Held under the theme “Enhancing Training Cooperation: Building Human Capital for the Sustainable Development of Civil Aviation,” the Symposium focused on aligning training to industry needs, strengthening workforce support policies, and bridging regional skills gaps. It also showcased innovations in aviation training, including AI, VR/AR, and advanced simulations. PASO’s Head of Quality Management, Mr George Tudreu, participated in Discussion Panel 4, where he presented the unique regulatory challenges faced by Pacific Small Island Developing States (PSIDS) in fully implementing the eight ICAO Critical Elements. Mr Tudreu emphasised that although aviation activity in the region is low, PSIDS are still held to the same ICAO obligations as larger states. He highlighted four core needs: · The need for consistent and effective regulatory capability · A qualified and sustainable aviation workforce · Infrastructure that enables ICAO compliance, despite significant geographical and financial constraints · Strategies to bridge the human resource gap between smaller and larger regulatory bodies. To address these, PASO has shifted to a regionally harmonized oversight model. In 2025, PASO formalized the Comprehensive Oversight Implementation Framework (COIF) – a shared system of policies, procedures, aviation documents, and oversight tools based on New Zealand Rule Parts and aligned with ICAO’s USOAP CMA framework. The framework aims to provide shared inspector resources, harmonized training, improved audit readiness, inter-state oversight systems, and reduced duplication. A pilot is underway with one Member State, with plans for a progressive rollout to all members.
